This paper explores farmers’ willingness to participate in two differentfarmland ecological environment program in the Shanghai Pudong NewDistrict, micro-economic model based on a conceptual decision object(program), and decision-making body (farmers) for the overall agriculturalproduction has a significant impact on willingness to participate. Theanalysis conclusions confirm that the lower the costs, the smaller theagricultural farmland, the smaller the impact of the production and thehigher the utility for the farmers themselves from the participation offarmland environmental compensation, then the greater willingness toparticipate in the farmland environmental compensation projects forfarmers.In this paper, the various factors that affect the effect of farmlandsubsidy implementation from farmers own characteristics, the level ofdesign factors comprehensive comparison and analysis, program designand formulation of farmland environmental compensation plan programmakers in the theoretical level guidance. And this article made selectivetest is based on the voluntary participation of farmers, farmlandenvironmental compensation program for scientific and rational design, toachieve the purpose of attracting farmers voluntarily participate andachieve farmland environmental compensation. This operation is toprovide policy makers with a broader way of thinking, in order to achievethe environmental and economic goals.
