With the continuous development of modern agriculture in our country,the farmers’ demand for funds can not meet by endogenous financing only.For a long time,our rural financial system is not sound,financial institutions for agricultural production insufficient support,farmers lack of effective mortgage and single income source,etc.All lead to farmers’ financing difficulties,farmers easily fall into the "trap" of Matthew effect.The shortage of funds has made some farmers unable to meet the needs of the development of modern agricultural production,most of the small farmers began to go out for work,and the phenomenon of "abandoned land" in rural areas is serious,which inhibits the development of large-scale production of modern agriculture.At present,the state has issued a series of documents to continue to promote the transfer of agricultural land,to help modern scale management.On the whole,the mortgage loan for the management right of agricultural land has achieved a series of results,alleviating the problem of farmers’ financing difficulties.However,through interviews,we found that farmers in pilot areas of Shandong Province have been constrained by their deep-rooted cognition of the survival guarantee function of agricultural land for a long time.Factors such as farmers’ preference for endogenous financing,relatively lagging access to information,and the high financing threshold of land management right mortgage loan set by financial institutions at the present stage,and relatively complicated procedures,all make farmers recoil from this business.As the direct beneficiaries of land management right mortgage loan,farmers are the main body of this policy,and their willingness to participate will directly affect the development process and implementation effect of land management right mortgage loan.In order to solve the problem of farmers’ low willingness to participate in the mortgage loan for land management rights as soon as possible,make this policy gradually change from government-led type to market-led type under the guidance of market demand,and realize the long-term healthy and stable development of this business,it is necessary to conduct research and analysis on the participation willingness of farmers in Shandong Province and the influencing factors.In order to fully understand the farmers’ cognitive attitude towards the mortgage loan policy of land management right,and then put forward the corresponding countermeasures and suggestions.Based on relevant concepts and theories,this paper sorted out and summarized domestic and foreign research results.Through visiting and investigating farmers in 13 counties(cities and districts)and 47 villages in Shandong Province,1,200 questionnaires were obtained.Starting from the perspective of farmers’ cognition of mortgage loans for land management rights,The cognitive difference and demand difference of different farmers and their influencing factors are analyzed.Empirical results show that Farmers’ age,contracted land area,purchasing power of agricultural insurance,advocacy degree of financial institutions,cognition of whether this policy can solve the shortage of funds,cognition of whether this policy can improve personal income,cognition of the difficulty of obtaining loans and cognition of whether it will cause legal disputes all have a significant impact on farmers’ perceptions of agricultural land management The willingness to participate in the franchise mortgage.Based on the actual situation and empirical results of Shandong Province,the paper analyzes the countermeasures and suggestions to improve the participation willingness of rural households in the mortgage loan of land management rights in Shandong Province.First,based on the level of farmers,improve their own credit availability;Second,based on the level of financial institutions,increase financial institutions business publicity and product innovation;Third,based on the government level,strengthen the government’s support for mortgage loans of rural land management rights and other concrete feasible countermeasures and suggestions;It is expected to enhance the participation of farmers in the mortgage loan of land management right in Shandong Province,continuously promote the transfer of land,deeply explore the potential value of agricultural land,revitalize rural economy,build the model of Qilu and realize rural revitalization. |
