With the ra pid deve lopment f or Pro cess of global econom ic integration,thecompetition among enterprises turns into the competition for talented people,humanresource is becoming the essential strategic resource for enterprises’ survival and itsdevelopment. The enterprises that own high level and high quality of human resourceswill win initiative in market competition and maintain powerful core competence.This paper has analyzed and studied th e status of the JC’s Hum an ResourceManagement and pointed out the problems of human resources planning existing, thensuggested its im provements. Talking about JC com pany, although it has a m orecomplete human resources m anagement system, clear core v alues, and establishes aset of procedures around the or ganization’s objectives, it’s human resources planning,just like m ost of the enterpr ises nationwide, still rem ains a rela tive low level. Theunscientific and im perfect planning of Human Resource is one of the reasons thatcaused the falling profits of JC in the past two years and failed upgrading to the scaleddevelopment. The paper, firstly, has de scribed in de tail the th esis-selectingbackground, studying significance, and its ideas and methodology, which provides thenecessary understanding of the background them e of research. Then it has m ade theforecasts to the demand and supply of human resources of JC Company during "12thFive-Year" period, put forward the basic policy to reach th e balance between supplyand demand and developed a hum an resource planning that is com patible with theDevelopment Goals of JC Company’s12th Five-Year plan through the conclusion ofbasic theory of human r esource planning and its researchi ng status both at hom e andabroad and on the basis of analyzing the current situation of JC’s human resource andits internal and external environment. Finally, it has m ade up the m easures to ensurethe efficiency in the performance&efficiency management, payment incentives, andenterprise culture build ing, which will guaranty the sm ooth implementation of thehuman resource planning for "12th Five-Year" plan.
