Since 30 years of reform and opening up, social organizations (known as "non-governmental organization NGO" or "non-profit organization NPO") have made great progress in China, together with enterprises and government, they have become the important power that promote social and economic development. Social organizations belong to labor-intensive field; human resource management is the key factor that determines the success or failure of the competition for the organizations, human resource planning is the fundamental and critical part of the whole human resource management activities, as the programmatic guide role of the management of organization. In recent years, management of social organization, modern human resources management replaces the traditional personnel management is a worldwide trendy.Federation of Shenzhen Industries (hereinafter referred as FSZI) is an integrated economic federation that establishment and development in the beginning of 21st century with the conditions of Shenzhen market economy, belongs to a type of social organization, it's a most representative organization with the Chinese market economy environment. In this paper, the typical social organization(such as FSZI)act as the actual background, based on the need for strategic management of social organizations, face to the development trends of social organizations, summarize and reference the national and abroad essence of the theory of human resource planning, closely connection with FSZI Human resource management practices, analyze the situation of FSZI human resources comprehensively and multi-level, the main problems were pointed out, the reasons of the problem were analyzed, then search the methods that improve and solve the problems through the further system planning of human resource.In this paper, by combing the theory of human resource planning, through using of human resources analysis tools, on the basis of completely analysis the situation of human resource management of FSZI, formulate the human resources general plan and detailed practical plan of "the Third Five" period, offer the implementation process and the measures to ensure the implementation of the planning. Through the establishment of this formulation, exert the largest potential of human resource, in order to improve individual performance and organizational performance, help to the sustainable development of organization; It will provide strong support of human resource for the organization's strategic objectives (to explore a Chinese characteristics new model of community management, completely leading-in excellent performance management model, come into a standardized management stage, to create a first-class of our country and internationally renowned outstanding community). Simultaneity, also provide an effective reference to the relevant industry association for the search of human resource planning.
