Research On The Cost Combination Controlling System In Agent Construction For Our Government Project Of The Construction Phase

This paper comprehensively use the project cost control theory and the relatedtheories of public project, together with the combination of qualitative and quantitativeanalysis, the incorporation of theoretical and case study, as well as the system analysismethod. The paper is aimed at existing problems of our government project of Agentconstruction and the management mechanism. After systematic research, from theorganizational structure, the control method system, the supervision and feedbacksystem, and institutional guaranteed system, the cost combination controlling system isconstructed in Agent construction for our government project of the constructionphase.First of all, the article summarizes and analyzes the current literatures of theengineering project cost control in foreign countries and China. The research found outbecause of China’s late introduction of the mature project management theory and along-term effect by planned economy system, there is a disparity between China’stheory and foreign one, especially for the government investment project cost controlresearch, which still stays in theoretical analysis stage and lacks specialized study indifferent stages.Secondly, this paper introduces the agent construction for government project,and expounds the project cost control and other related theory, based on which thisessay defines the research object as the cost control of agent construction for ourgovernment project, and the stage as the total project life cycle stage of constructionphase. The research will be on this foundation.Thirdly, on the basis of theoretical analysis, from the aspects of costconsciousness, organization management, construction scheme, and control method,the article illustrates the cost control problem of the agent construction for ourgovernment project of the construction phase, and provides its reasons.Finally, this article constructs the cost combination controlling system in Agent construction for our government project of the construction phase, and, by using theoptimized Earned value method, reaches the goal of integrated control of the agentconstruction cost, progress, and quality in the construction phase, based on the ValueEngineering optimized construction scheme. Then, with Xi-Er railway engineeringproject as an example, this paper analyzed the cost combination controlling system inagent construction for our government project of the construction phase.
