The Study On Administrative Law Enforcement Of Quality And Technical Supervision Authorities In Tianjin

The quality of products conditions the basic living needs of the masses, conditions survivaland development of each enterprise, conditions social stability and government image. As a publicsector that is responsible for safety of products quality, Quality and Technical Supervision Bureaudraws more public attention in recent years. Administrative Enforcement of Quality TechnicalSupervision which is an important means in assuring quality and safety of social products hasmade great achievements, but it still have many problems. In recent years large quality accidentsoften take place and the public credibility of Quality Technical Supervision in AdministrativeEnforcement is be questioned by the public.Tianjin is one of China’s four municipalities directly under the Central Government, also animportant economic center in north China. The economic growth of Tianjin has been in thecountry’s leading position for many years. Quality and technology supervision departmentprovided an important guarantee for the healthy development of market economy of Tianjin.Construction of law enforcement in quality and technology supervision of Tianjin made significantprogress in these years and it has established better system. But there are still several problemsthat are the weakening of the administrative law enforcement, the lack of supervision effectiveness,the oversimplification of law enforcement methods, the lack of technical means, the lack ofenthusiasm and initiative of the administrative law enforcement, etc. The study on administrativelaw enforcement of quality and technical supervision in Tianjin has important practicalsignificance for the economic development of Tianjin.This paper started from analyzing the current main problems on administrative lawenforcement quality and technical supervision in Tianjin, used theory of public management andadministrative jurisprudence as guideline, and then found causes of the problems of quality andtechnical supervision of administrative law enforcement from four aspects which are legal systembuilding, construction of the contingent of law enforcement officers, construction ofadministration system and external environment of law enforcement. Inadequate legislation andirrational institution-building are the main reasons which cause the problems. And there are moreimportant factors impacting level of law enforcement, that are low quality of law enforcementpersonnel, inadequate management systems and complex external environment of lawenforcement. Based on the reasons of law enforcement problems, and compared with developedcountries’ advanced experiences, this paper proposes the countermeasures and suggestions on how to perfect administrative law enforcement of quality and technical supervision authorities inTianjin, such as how to perfect laws and regulations, strengthening the construction of lawenforcement officers team, and deepening quality and technical supervision system reform.
