Study On Administrative Law Enforcement Of Quality Technical Supervision In Jining City

Quality and technical supervision, an important part of administrative supervision, is playing a prominent role in the entire social and economic life along with the development of our country’ socialist market economy. More and more attention has been paid to Bureau of Quality and technical supervision, one of the government functional departments which is considered as the guarantee of quality and safety. The key of fully implementation of laws and regulations is administrative law enforcement. Even though many achievements has been made in quality and technical supervision and law enforcement, which is regarded as an important method to guarantee the quality and safety, many problems still exist. Some major quality accidents occur frequently, to some extent which causing its credibility questioned by the public. Administrative law enforcement, a fundamental and job of quality supervision department, directly influences the effectiveness and image of quality and technical supervision.Jining, is one of the important economic centers in southwest of Shandong province which is considered as one of the largest economy province in north of China. For the past few years, quality and technical supervision department plays an escort role for the healthy development of market economy and relatively perfect law enforcement has been established. However problems still exist, such as the weakness of the administrative law enforcement, low inefficiency, varies of personnel quality and law enforcement initiative not strong. The deep study of the administrative law enforcement of quality and technical supervision plays an important and practical role in promoting the economic development of Jining.Starting from the existing problems, the article is guided by new public management theory and policy implementation theory. Appling Smith model of policy implementation theory to analyze the cause of this problem from four aspects, that is, the defective policy itself, actuating mechanism operate unsmoothly, the target group cognition pitfalls and the adverse environmental factors. Furthermore, the article puts forward some suggestions which can contribute to the development of Jining from four dimensions, that is, Improving scientific level of the policy, accelerating the construction of executive mechanism, coordinating with the target population and optimizing the policy environment, aiming to assist the quality and technical supervision of Jining, optimize its admistrative law enforcement and improve the degrees of social satisfaction and task performance.
