As the climate change has become serious these days, governments,enterprises and individuals have been paying more attention about this issue. Thesustainable development strategy and the idea of harmonious development forman and the environment have not only been accepted by individuals andindustries but also spread to the area of government procurement. In recent years,China has experienced a rapid economic growth period. Although under theterrible world economic crisis, China can still maintain an annual GDP growthrate of over8%. This rapid growth in recent years, in large part, has to thank togovernment investment in infrastructure construction projects. In2008, thecentral government invested4trillion Yuan to boost its economy, in whichconstruction accounted for86%. However, due to the traditional characteristicsof construction industry, negative impacts to the environment exist whenproducing raw materials, transporting as well as building, which may harm theharmonious development form man and the environment. To change the currentsituation in construction industry, the introduction of green procurement projectis highly recommended and will set a model for reducing the environmentaldestruction of construction projects and promoting environmental friendlydevelopment mode.The government’s target in green procurement projects investment is toanalyze and solve the problems concerning environmental protection the sustainable development of economic and the society. The specificimplementation of these investment plans is to introduce environmentalstandards, evaluation methods and implication procedures. By giving priority toproducts which are low in environmental impacts, the project can lower the costof raw materials and processing at both ends of the construction process, whichcan product the environment, natural resources and play a leading role inpromoting the healthy development of the society.Base on existing literature, this research aims to study the meaning andsignificance of green procurement from perspectives including constructionproject management, government green procurement and sustainabledevelopment. In addition, by comparing ways of conducting procurementprojects invested by the government among different counties, this paper intendsto clarify the meaning and characteristic of green procurement in constructionprojects and analyze the problems in procurement system construction, greenprocurement information flow, the government’s green procurement awareness,procurement efficiency, and green procurement personnel supply. Using findingof this research, a few recommendations for the development of China’s greenprocurement projects are given as well. |
