In order to establishment an environmentally friendly society. We need to find someway to improve our government green purchase system. With the development of thePurchase Law in our country, the government has been paid more and more attention tobuy the energy-efficient and water-efficient products. According to the “government greenpurchase list” which had published in2011, we can see that the number of the products inthis list had increased fast. On the other hand the kinds of the environmentally productshave also been expended. This fully reflects in recent years, especially during the"Eleventh Five-Year" period; the green procurement system has reached preliminaryresults.This paper draws on domestic and foreign theories, based on the public choice theory,public competition theory, and principal-agent theory, rent-seeking theory, systematicanalysis of China’s current situation and the government green purchase problems, and tofind effective method to improve it.Firstly, analysis the status of our government green purchase system by the quantity ofthe green products, the types of the government green purchase, the way of governmentgreen purchase, as well as the style of it. In order to find the Government greenprocurement system problem and give the suggestion about how to deal with theseproblems, and then presents the future of our government’s green procurement systemdevelopment. I used SPSS to analyze the relationship between the growing of GDP and thescale of the government purchase, and then get the result that government purchase pays animportant role on the increase about GDP.Secondly, through analysis the United States, Japan and Taiwan government greenprocurement system. To learn from these countries, we can know that our country needs toestablish the Law to make sure the purchase system can be execution. Besides, we need touse some economic methods to associate the Government purchase Law and encourage thegovernment green purchase system. Form learning the foreign country we can find thesuitable way for our country to implement the green procurement system. Find our currentsystem of government green procurement issues, and improve the government greenprocurement system.Finally, based on our current status of implementation of green purchase system, theimplementation of green procurement and foreign features, summing up the above analysis,based on the government green purchase system for our current problems, propose to optimize our system of government green procurement policy proposals. First, thegovernment should establish a standard of green procurement system based on sound legalground supervision and performance evaluation mechanisms, in addition to focusing on theuse of financial, taxation and other economic instruments to promote the effectiveimplementation of green procurement policy. Finally, in order to enhance the people’senvironmental awareness and achieve our goal of achieving sustainable development ofsociety.
