With the rapid development of global economy and population swelling,people have to face the increasingly serious environmental problems in the process of improving living standards and quality.Government procurement is an important national policy in order to save financial fund,improve purchasing efficiency,support the development of environmentally friendly small and medium-sized enterprises,and adjust the economic structure of the industry.Therefore,as a main tool of macroeconomic policy,government green procurement(GGP)gradually gets the attention by the government and the environmental protection departments.It promotes the formation of clean production and green consumption in the whole society,and then it promotes comprehensive coordination development of economy,society and environment.The development of GGP in our country is relatively backward in initial time and progress.It still cannot promote the process of green procurement because of its small proportion and purchasing effect.Therefore,it is necessary to further analyze the problems and obstacles existing in the implementation process of GGP and seek effective measures to promote the GGP practices.This thesis focuses on three key parts of GGP which includes its relationships between practices and performance,green product selection(GPS)and supplier evaluation on the basis of the existing literature and the related theories.First,it develops a conceptual model of GGP practices and performance,and reveals the mechanism of performance improvement through GGP by analyzing the causal relationships between GGP practices and performance.By using factor analysis,it extracts 2 main factors of GGP practices including green product selection and supplier selection as well as 3 main factors of performance including social,environmental,and financial cost.Through the construction of government green procurement performance evaluation index system and empirical analysis,the government green procurement performance needs to be improved Finally,statistic results show that GGP practices and three performance factors are significantly positively correlated.Positive significant effects of GGP practices on social performance are the largest,followed by environment performance,then financial cost performance.The effect coefficient of green product selection on realizing financial cost performance GGP is largest while the effect coefficients of supplier selection on social and environmental performance is larger.But supplier selection has little effect on the increase of the cost.The government green procurement practice as a whole overall have a significant impact on the social progress performance significantly,followed by the improvement of the environment performance and the financial cost performance.Since the government green procurement practices play a greater role in energy-saving,emission reduction,clean production and green consumption,while little impact on the financial cost,we should take actions to promote the government green procurement practices.Second,the thesis identifies barriers and their effect on the GPS practices,analyzes the causal relationship between all factors and reveals the factors that form the value-oriented mechanism of GPS.It also designs questions of influence factors and gets the data by collecting and analyzing the answers from government procurement related departments and staff.By using factor analysis,it identifies barriers for green product selection,including awareness,laws and regulations,finance economy and technologies.And it also gets inter-relationships among barriers.Results through DEMATEL analysis show that awareness plays the most important role in promoting selection of green products.On this basis,it develops a driving path model for implementing green products selection and puts forward specific measures.Third,it analyzes and establishes a GGP supplier evaluation indicators system including environmental,social and economic factors,and then it analyzes characteristics,processes and the principles for suppliers selection.By analyzing the domestic and foreign literature related to green procurement and government procurement,it puts forward a conceptual GGP model followed by screening enterprise evaluation indicators and the GGP suppliers bidding evaluation indicators based on the premise of systematicness,completeness and dynamics.Based on discussion above,it identifies 10 indicators that should be taken into consideration.These indicators include economic and social macro policy goals of government procurement and environmental goals.The fuzzy TOPSIS method is then used to apply this quantitative and qualitative index system for an empirical study.
