Research On Green Public Procurement

Green public procurement is proposed with the focus on and for the solution of sustainable economic and social development in government procurement activities. The system of green public procurement is the innovation of greening on the basis of traditional government procurement system,which is in fact the environmental management on government procurement activities,i.e.,to realize resource efficiency, environmental protection and promote sustainable economic and social development through various environmental management measures.Through in-depth research on green public procurement,the dissertation aims to describe the regime system and organizational system of green public procurement,as well as the contents and features of the objects scope,construct the operational mechanism of green public procurement,proposing the management requirements, selection methods and evaluation system for suppliers,as well as their own environmental management measures.Analyzing and check with demonstration on the science of theoretical research and the operability of implementation measures, and finally bring forward recommendations for China's implementation of green public procurement.The general content is as follows.(1) Based on the study and research of existing results,analyses the background and significance of the research on green public procurement.Discourse the theoretical foundation of the dissertation from new system economics, environmental economics environmental management and sustainable development theory etc,and analysis the above mentioned theories' guiding function for green public procurement.(2) Description of the connotation,development and meaning of green public procurement and the comparative analysis on the current situations,laws and policies of domestic and foreign green public procurement,which provides an objective basis for conducting in-depth research on China's green public procurement.(3)Through the systematic research on the regime system of China's green public procurement,puts forward the principle,regime condition and the regime system structure of China's green public procurement,and propose the contents of system innovation for China to carry out green public procurement.(4) Deepening research on the organizational system of green public procurement,on which proposing the operational mode for the organizational system of green public procurement.At same time of description the main of green public procurement,analysis and research on the objects of green public procurement.And based on the research on the objects scope and the legal principles of international green public procurement,the methods for identification of the objects,the product list and priority field of green public procurement,as well as the measures for promotion implementing of green public procurement are proposed.(5)Proposing and conducting analysis on the main mechanisms of green public procurement:i.e.,driving mechanism,supervision mechanism and standardization mechanism,as well as establishing relevant mathematical models.(6)Research on suppliers' management in green public procurement,with the proposition on the principle and index system for the selection and evaluation of suppliers,the analysis on the environmental,responsibilities of the suppliers,and environmental management measures and functions.Put forward the product standards and the evaluation system of China's green public procurement.(7)Through the demonstration analysis of implementing green public procurement on mobile products,testing the science of theoretical research and the operability of the implementation methods,as well as proving the function of promoting sustainable development of mobile industry by implementing green public procurement in China.
