Research On The Problems And Countermeasures Of Government Green Procurement Of Public Institutions

Green economy has become a new concept,new model and new path for my country’s current economic development.Due to the government’s own attributes and its strong purchasing ability,the government’s green purchasing has a great guiding effect on the market.Developed countries represented by Europe,America and Japan have accumulated rich experience in researching and promoting the development of green procurement,especially in the compulsory purchase of green products,while the research and implementation of green procurement in my country is not mature enough.Therefore,it is necessary to develop government green procurement methods and technologies based on basic national policies such as rational utilization of resources,energy conservation and emission reduction,and environmental protection,and to promote the innovation and application of green procurement technologies.Public institutions,as social service organizations led by the government,are closely related to the government.In addition,since public institutions themselves are not policy makers,but only implementers of policies,the implementation status of green procurement in public institutions can directly reflect the interpretation and implementation of relevant policies by grassroots units when implementing government green procurement policies.problems in.The research object Unit X has set up a procurement center since 2016.With the country’s gradual emphasis on green procurement,Unit X has gradually established its determination to implement green procurement,and the pace of green procurement has begun to accelerate.Firstly,based on the literature research method,through the definition of the concept of green procurement,the connotation of purchasing green products and the concept of green supply chain,the theoretical basis of the research is sorted out.Secondly,using the method of case study and interview,it analyzes the development scale,operation mode and procurement process of the procurement center of Unit X.Taking the purchase of energy-saving computer products and large-scale procurement projects as research cases,the policy basis for implementing green procurement for this unit,The reference standard and the implementation process of procurement activities have been systematically demonstrated and analyzed.The conclusion points out that there are budget constraints in green procurement,insufficient awareness and willingness of procurement personnel for green procurement,too few optional procurement platforms,lack of overall supply chain greening evaluation and lack of effective supervision in the implementation of green procurement.Finally,based on the theory of sustainable development and green supply chain,suggestions for improving government green procurement policies and related standards,as well as improving procurement personnel’s awareness and implementation of energy conservation and environmental protection,are put forward.It is recommended to actively seek the support of higher authorities,improve the awareness and execution of energy conservation and environmental protection of government procurement personnel,improve the government green procurement policies and standards of X units,promote the diversity of procurement information platforms,introduce the concept of green supply chain into the procurement process,and establish a green procurement Reasonable monitoring mechanism.It can provide support for promoting the development of green procurement in this unit,and provide a reference for the improvement of our government’s green procurement system.
