Since the first overseas exploratory operation in1985, after20yearsof development, the distant water fishery industry of our country has now become animportant force in the global distant fishery industry. The rapid development of distantwater fishing not only has huge direct economic benefits to our country, but alsopromotes the development of many related industries. In addition to the economicbenefits, the distant fishing is also related to a country’s maritime rights, food supply,resources, and diplomatic strategy. To enhance industrial comprehensive strengthand overall competitiveness, and promote China’s upgrade of distant fishing industrystructure, considering the competitive situation of the international offshore fishingand the own development needs of distant fishing enterprise, we should constantlyimplement the “going out” strategy, promote the overseas development of distantfishing companies.Combined with the trend of the international marineindustry and the practice of overseas development of China’s distantfishing enterprises, this paper analyzes the situation and the plight of overseasdevelopment of China’s distant fishing enterprises, proposes overseasdevelopment models and strategies for distant fishing enterprises, as wellas institutional and legal policy recommendations to protect and promote distantfishing enterprises’ overseas development, provide a theoretical basis for boththe development of both distant water fishing enterprises and otherrelated enterprises.The introduction section introduces the research background, significance, maincontent, research methods, and brief review of related studies. Chapter I summarizesthe theoretical basis of the study, including international investment theories,economic theories, international fisheries management and international business management theories. Chapter II describes current distribution and trends of theinternational distant water fishery resources and international fisheryadministrations, analyses the evolution of the international fisheries administrationregime and its impact on the development of the distant water fishery industry,summarizes the development trend of distant fishing industry in several developedcountries and regions, analyses the world’s competition situation of marinefishery and its impact on the development of China’s distant water fishing. Chapter IIIsummarizes the development and present state of China’s distant fishing industry,analyses the external environment of China’s fishing companies, as well as theinternal problems that need to be addressed for further development, discusses thecurrent situation, explains the significance of overseas development for distant waterfishing enterprises. Chapter IV discusses a study case, takes a typical China’sstate-owned distant water fishing enterprises as an example, and analyses theevaluation of the overseas development of the enterprise and its impact on enterprisedevelopment. Chapter V is the core part of the paper, summarizes different overseasdevelopment modes of distant water fishing companies at first, makes acomparison of international market entry modes that can be used by distant waterfishing enterprises, analyses the main factors that need to be considered to choose aright mode. Then it introduces the evaluation methods for overseasinvestment, including economic evaluation and risk assessment. At last, puts forwardoverseas development strategies for China’s distant water fishing enterprises. Fromthe perspectives outside the enterprises, Chapter VI takes three dimensions——thestate, the government, and social organizations into account, and discusses how tobuild a healthy environment for overseas development of the distant waterfishing enterprises. Chapter VII summarizes the main conclusions of the full text, andproposed further research.
