With the development of global economic integration and the gradualimprovement of the domestic market economic system, a growing amount ofcompanies are actively using supply chain as their management philosophy, aiming toconsolidate their position and seek more rapid development. Gradually transformingfrom a traditional state-owned company to modern enterprise to meet the marketeconomy, Shengli Oil Field Drilling Technology Research Institute of Shengli Oilfield which is a typical representative in petrochemical company is still at theexploration stage of its supply chain management model. The operational domain isnot in good application of the new management philosophy, particularly in thematerial procurement. The company consumes large quantities of materials with atotal procurement fund of more than100million yuan and sets high standards on thequality of the materials due to the specialty of drilling operation. Therefore, itbecomes a most concerned subject to the effective application of the supply chainmethods in the procurement.From the view of the supplier selection, this paper objectively described thecurrent procurement procedure, methods, and supplier evaluation of the institute,analyzes the existing obstacles to procurement management development, providesmodifications of the current procurement process, and establishes an supplierassessment and selection system. Reasonable target-oriented optimizing strategies areproposed in the end.The paper is composed of six chapters:(1) Introduction. This part described the research background and significance. Atheoretical overview is given based on the aspects of research status of oil refineryrelated material procurement and supplier selection at home and abroad. The researchidea is introduced as well as the research methodology of qualitative and quantitativecomparative analysis with a combination of both theory and practice.(2) Theoretical review. In the aspect of procurement, widely applied procurementmodels and their characters are summarized, as well as a comparison of differentmodels and the differences between traditional procurement and supply chainprocurement. In the part of supplier selection, the aims, targets, and methods of the supplier evaluation are also discussed.(3) The status analysis of supplier selection of Shengli Oil Field DrillingTechnology Research Institute. The external environment of Shengli Oil Fieldmaterial procurement is analyzed. The development status quo, material procurementprocesses and methods together with supplier selections are introduced with theanalysis of the existing problems of the material procurement supplier selection andassessment.(4) Triangular fuzzy number based supplier evaluation. The comprehensivesupplier assessment system is established. The mathematic method of triangular fuzzynumber is utilized to construct the supplier evaluation model. Examples are providedbased on the Shengli Oil Field Drilling Technology Research Institute.(5) Strategies of optimization of material procurement based on supplierselection at Shengli Oil Field Drilling Technology Research Institute. Through theresearch and analysis in the previous chapters, reasonable strategies were proposed formaterial procurement supplier selection of Shengli Oil Field Drilling TechnologyResearch Institute. To improve the procurement work quality, optimization ofprocurement process and establishment of information platform should beimplemented to enhance whole process quality control. Improvement of supplierassessment work, emphasis supplier control, and the development of effectiveincentive system should also be applied to optimize supplier selection.(6) Conclusion. A summary of this paper is given, pointing out its innovationpoints and deficiency.
