Research On Material Procurement Management Of Shengli Oilfield

With the increasing competition in the market,the enterprise cost pressure is increasing more.As a learned skill,more and more big enterprises has realized the procurement is not only a simple cash shopping,but control the external resources effectively,reduce operating costs,and enhance core competence of the firm.Sinopec groups have the goal with contributing the top abilities and taking the lead in development.As China’s second largest oilfield,ShengLi has a large integrated complex material management system.Because of the Inherence and rigidification in program management for long,it leads to the lack of supervision in material acquisition process.More new ideas are needed to introduced to reform and innovation in price control and supplier management.Combining with the situation of material procurement and modern logistics management theory,this paper discusses to improve and perfect ideas and methods of the shengli oilfield enterprise material purchasing management.It will look for breakthrough point of the purchasing structure and process on the basis of the theory of modern logistics management.It refers shengli oilfield can establish a clear division of responsibilities,association,high efficient management mode through specialized division of labor routing operation and mechanism,it develops a set of complete supplier to selection principles and evaluation mechanism by scientific management of suppliers,the idea lowest cost in the whole life cycle l will be introduced into the procurement procedures through the reasonable price.To achieve process control,the whole process should realize classification management in terms of quality and progress.Through promoting standardization of procurement,purchasing process and material standard are more scientific,achieving a procurement information through ascension,refinement,and scientific management.Thus we build and development of oil field production and construction material procurement mode,to realize modernization in purchasing and supply logistics management.Thus we build material procurement mode compatible with the development of oil production and construction to implement modern management in purchasing and supply logistics.
