Regional Human Resources Competitiveness

Economic development in a region depends on the coordination and interaction between local natural and human resources, in which the latter plays a dominant and determining role. Human resources occupy strategic priority among various developing elements of social economic resources. Therefore, achievements of human resources configuration in a region decide its competitiveness which directly influences reasonable utilization of other social resources plus coherent configuration progress. In addition, as an decisive element of economy comprehensive competitiveness, human resources configuration becomes the vital element determining whether regional economy can develop in a sustainable, stable and coordinative way.Population of Fujian Province is of rather large size yet rather low quality. During the accelerated construction of the economic zone on the west side of Taiwan Straight, how to develop regional human resources, convert population pressure into advantage and form hr core competitiveness in order to structure effective provincial advantage, improve its economic coherent competitiveness and realize scientific and leapfrog development. These are the research targets of the thesis.With Fujian province as the subject and on the analysis of internal mechanism of competitiveness, the thesis first sets up evaluating system of regional human resources competitiveness to comprehensively evaluate and compare the size, structure, condition, investment and effect of hr in9provincial cities. Based on the research on the human resources competitiveness and analysis of hr negative elements preventing leapfrog development of Fujian Province, the thesis puts forward corresponding suggestions to improve human resources competitiveness and offers theoretical reference for leapfrog and scientific development of Fujian Province.
