| At present, both countries or regional regard the high-tech industry slow-down to lack of human resources, so they have developed a variety of policy of personnel introduction and training, However, the study found,some provinces own human resources are not scarce in China, but, no matter that their regional economic development level or high-tech industries and regional human resources do not match, even the phenomenon of human waste and idle exist. This shows that the rationally and efficiently Allocating of human talent is the fundamental of development of high-tech industry. Based on this, This paper is to construct the evaluation model of competitiveness on high-tech industry and human resources, to evaluate the level of the provincial high-tech industry and talent development, measuring provincial development level of high-tech industry and talent in1995-2008, comparatively analyze provincial coordination between human resources competitiveness and high-tech industry, and to explore the major issues Provincial high-tech industry and talent development, conclusions of this study is important to promote the development of China’s provincial-level high-tech industry and the development of human resources strategy.Specifically, the content is divided into five parts:The first part:Research purpose, significance and literature review, defines the main terms in this study: human resources Competitiveness, high-tech industries. Summarizes the development of high-tech industry and the human resources competitiveness researching status quo, proposes the main direction of this study:the research of coordination of Provincial-level of high-tech industry and the human resources competitiveness.The second part is analysis of our high-tech industry Competitiveness. Through building a provincial regions competitive model to evaluate the provincial competitiveness of high-tech industry except Tibet, thinking that, since1995,the rank of China’s provincial-level of high-tech industry overall competitiveness changed little, competitiveness of the provincial high-tech industry showed that the strong is less than the weak, the most important factor which impact on the competitiveness of China’s high-tech industry is the level of output and technical support environment. The impact of technological innovation can not be given full play to the role.The third part is the analysis of our human resources Competitiveness, through establishing evaluation system of human resources Competitiveness, analyze provincial differences and variation of provincial-level human resources Competitiveness from1995, Find that, since1995, the development level of China’s provincial human resources Competitiveness is not balanced, most talents go to the Yangtze River Delta, Pearl River Delta and Beijing-Tianjin-Tangshan region, Human scale, investment in human resource, the input and output for human resources training and human resources environment are the most important factors that impact the difference of provincial human resources Competitiveness.The fourth part is to evaluate the coordination development degree of provincial high-tech industries and human resources. Establish the model of coordination degree of high-tech industry and human resources Competitiveness and comparatively analysis coordination degree of the provincial high-tech industry and human resources competitiveness. Find that there is a high degree of coordination in Beijing, Shanghai, Tianjin the three cities, but in other areas there are some differences between high-tech industry and human resources Competitiveness, for exaple, in Shanxi, Jilin, Hubei, Xinjiang, these four regional human resources Competitivenesses are better than their high-tech industry, these provinces underutilized human resources and has the potential to develop high-tech industry. Based on analysis, Propose Countermeasures on the development of China’s provincial-level high-tech industry and cultivation of human resources competitiveness, That Beijing, Shanghai, Tianjin three cities all have the highest degreees of coordination between high-tech industry and human resources competitiveness, In the future they should further coordinate the development of high-tech industry and talent, and farther establish the leading position of high-tech industry people based on human resources competitiveness. In Jiangsu, Guangdong, Zhejiang, Shandong and other provinces human resources competitiveness is lower than the level of province’s high-tech industry development, In the future they should further develop superior talent policy to promote coordination development of talent and high-tech industries.. Hebei, Inner Mongolia, Anhui, Hunan, Jiangxi, Qinghai, Yunnan and other central and western provinces, both human resources competitiveness and high-tech industry are lagging behind. The future development of the policy should be issued on the base of the actual provinces conditions, basing on regional resources, develop new industries and promote regional economic development. |
