In the course of modern economic growth, human capital is a determining factor and is becoming increasingly significant. The competitiveness between regions is essentially the competitiveness of human resources. Henan, an agricultural province of central China, has the most population and the huge potential of human resources. However, its population has the low quality and competitiveness, and per person GDP ranks 16 in the country. We should objectively evaluate the competitiveness of Henan human resources in central China, analyze the central factors influencing regional competitiveness, and improve the competitiveness of henna human resources. These are very important to accelerate the rising of central China. This paper attempts to do the academic and positive analysis, brings forward some related suggestions which strengthen the competitiveness of Henan human resources and accelerate the rising of central China.The paper consists of three parts. Part I defines the competitiveness of regional human resources, and establishes the evaluation index system of regional human resources. Thus, it applies the principal components to analyze and evaluate the competitiveness of human resources of central China, and brings forward the critical factors influencing the competitiveness of regional human resource. In terms of the behindhand position of Henan human resource in central China, Part II brings forward the suggestions that Henan becomes the strong province of human resources. Establishing the strong province of human resources includes four aspects. First, the idea that human resource is the most important resources should be firmly established, and increasing the investment of human capital ensures that the strategy of human resources development can be smoothly implemented. Second, we should improve the quality of human resources with developing evenly compulsory education and greatly vocational education, reforming higher education, strengthening the social training and lifelong education, and building a learning society. Third, the government should deepen further the social and institutional reforms, perfect the policy supporting system of human resources development, establish the evaluation and incentive mechanisms, foster and improve the institutional environment of human resources competitiveness. Finally, taking some measures such as propagandizing the entrepreneurial spirit, perfecting the support policies to entrepreneurship, strengthening educational training and entrepreneurial service, optimizing entrepreneurial environment, strengthen further the entrepreneurial consciousness, improve the entrepreneurial ability, and thus provide the new power for the leaping development of Henan economy. For enterprises to develop human resources to gain core competitiveness, PartⅢbrings forward the concrete suggestions, including developing specialized skills of enterprise' s human resources, cultivating team-oriented enterprise culture, implementing systemized management of human resources, and finally establish the human-based enterprise competitive advantage.
