A Studay On Financial Efficiency Of Agricultural Technology Extension

Development of social production first began in agriculture,and it is the basis of the development of the industry and the tertiary industry.Agriculture is well-deserved "mother industry." And it is the supporting of the whole national economic. the firm or not of the foundation of agriculture is not only related to the vital interests of the people, stability of the social and the development of the entire national economy, but also related to our ability to adhere to independent in the international competition. China is a populous country, if she does not increase agricultural development, the Chinese people may be in fear of starving. Face to the international competition, without the support of peasants’ income increasing, expanding domestic will be as building a tower with the sand.The development of agricultural restricts the development of other sectors in the national economy. agricultural production must be seen as the most important in China, and agriculture as the foundation can not be weakened, only strengthened at any stage of economic development.The agricultural extension is linked bonds of advanced production technology and productivity,and it plays an important role on the conversion from agricultural scientific and technological achievements into practical productive forces. As we all know, agricultural extension, education, and research constitute the three elements of agricultural development. They all are of equal importance,and each is necessary. In the new situation, to further strengthen of the "three rural" and maintain the good momentum of agricultural and rural development, we must deepen the reform of agricultural extension service system. Currently throughout the agricultural extension system, the funding is the biggest obstacle restricting agricultural extension, the research on the use of funds to agricultural extension system is particularly important for the development of extension system.Jiangsu Province is one of the largest province for food production in China, evaluating the promotion efficiency of agricultural technology, combining with the actual situation,and puting forward the countermeasures proposed all have important function neither to the province nor to the country. On the basis of the investigation, this paper will do a descriptive analysis with financial status of agricultural technology extension in jiangsu province and China.With some relevant financial statistics and the method of data envelopment analysis, the financial efficiency of the whole jiangsu province and the basic-level agricultural technology extension will be evaluated. And from the study we find the problems and put forward some countermeasures and suggestions to improve the financial efficiency. This study suggests that, in order to advance the financial efficiency of agricultural technology extension, three directions can be adopted.One hand, the government should strengthen the planning of financial management, on the other hand we should promote the reform of agricultural technology extension, establish and perfect the financial supervision mechanism, and finally, through the mathed to improve the quality of the two main body participation-the people who works in agricultural technology extension and farmers by all way.
