Study On Development And Innovation Pattern Of Agricultural Technology Extension System In Nanjing, Jiangsu Province, China

Agricultural technology extension system in china gradually weakened under the impact of functions in the market economy. Lack of stability and effective support, the system can hardly meet the current needs of modern agriculture development. In this paper, we researched on development and evolution process of agricultural technology extension system after liberation of China, including institutions, personnel and financial input, and analyzed development of agricultural science and technology influencing on food security, health and ecological environment construction of new rural areas. The innovation of agricultural technology extension system can promote development of agricultural science and technology.In this paper, development of agricultural technology extension system in Nanjijng since 1949 was discussed. Main functions and roles of agricultural technology extension system in Nanjing were analyzed, including new varieties introduction, new technology promotion and established entities. Constraints of agricultural technology extension system was also discussed, including un-standard management system, instability and low quality staff, inadequate investment, weakening public welfare services, weakening social services and other functions.The author mainly researched on the reform of agricultural technology extension system in the last few years in Nanjing, analyzed statistical data of many years, and summarized the rule and characteristic of reform through comparing transformation of government organization number, personnel posts, administration mode, financial support and farmer education before and after reform of agricultural technology extension system in Nanjing. Through the reform, original agriculture technology station, plant protection station, aquatic product station and other specialized stations in different villages and towns merged and a unified department named "agriculture service center (ASC)" was established. It was defined the property of ASC which is national public institution, funds channel, personnel posts and other questions. In 2001, the number of extension departments including crop production, livestock and veterinarian, forestry, aquatic product, agricultural mechanization were 329 in Nanjing, after reform, by the end of 2005, number of extension departments were 178 in Nanjing, including 7 crop production stations,43 raising livestock veterinarian stations,4 forestry stations,58 farm machinery stations and 66 comprehensive agriculture service centers. Thus, grassroots agricultural technology extension organization took agriculture service center as main form, livestock veterinarians, farm machinery stations and other stations as supplement distributed form after several years'reform.In this paper, the author discussed agricultural technology extension innovation system in Nanjing in recent years which took the project of technology entering farm households as the main body. In 2005, the project of technology entering farm households began to implement, technical personnel altogether entered the residence 92000 times in Nanjing and provided about 135000 technical books, bestowed mist sprinklers, micro ecology preparations, birds and beasts'seedlings, disinfection drugs, agricultural chemical fertilizers which cost total value 1,100,000 Yuan to the demonstration peasant household from 2005 to 2007. Nanjing government established a 800-person village-level agricultural technical team and finance department has arranged 1,000,000 Yuan as financial special funds for village-level agricultural technology subsidy every year.Finally, the author put forward some suggestions about how to establish new agricultural technology extension system in the aspects of function localization, personnel equipment, management system and fund guarantee measures.
