Study On The Efficiency Of Integrated Use Of Agricultural-related Financial Funds In Hebei Province

Funds investment plays an important role in improving production and living conditions in poverty-stricken areas.In order to speed up the progress of poverty alleviation in poverty-stricken areas and ensure the realization of the national goal of poverty alleviation by 2020,the state organized and carried out a pilot project of overall integration of financial agriculture-related funds in poverty-stricken counties nationwide in2016.Since 2016,62 poverty-stricken counties in Hebei Province have been experimenting with the integrated use of financial agricultural funds.The efficiency of the integrated use of financial agricultural funds is not only the core issue concerned by the relevant government departments,but also the key to the success of the pilot work of the integrated use of financial agricultural funds.The purpose of this paper is to find out the best way to use the integrated financial agricultural-related funds in Hebei Province through the study of the integration of financial agricultural-related funds,so as to achieve the purpose of promoting the efficiency of the use of integrated financial agricultural-related funds and improving the effectiveness of poverty alleviation.Based on the survey data of 21 poverty-stricken counties in Hebei Province,this paper uses grey correlation analysis and DEA model to analyze the efficiency of the integration of financial funds for agriculture in 21 poverty-stricken counties in Hebei Province.The main content of the paper includes three parts.Firstly,after introducing the basic situation of poverty-stricken counties,this paper chooses the data of Hebei Province as a whole and poverty-stricken areas from 2015 to 2017,and makes a dynamic comparative analysis of the whole and poverty-stricken areas of Hebei Province from four aspects: the incidence of poverty,the number of poverty-stricken people,the per capita disposable income and consumption expenditure of rural residents,and from the aspects of integrating the overall investment,source and direction of financial funds for agriculture.This paper introduces the use of integrated financial funds for agriculture in poverty-stricken counties of the whole province.Secondly,on the basis of analyzing the sources,directions and outputs of the financial agricultural-related funds in 21 poverty-stricken counties of Hebei Province,this paper uses the grey correlation method to analyze the relationship between the integrated financial agricultural-related funds used in infrastructure construction projects,industrial poverty alleviation projects,financial poverty alleviation projects,education and training projects and the disposable income of rural residents and the number of people out of poverty.On this basis,using DEA model,this paper chooses infrastructure construction projects,industrial poverty alleviation projects and financial poverty alleviation projects as input indicators,takes disposable income of rural residents and the number of people out of poverty as output indicators,calculates the efficiency of the use of integrated financial agriculture-related funds in 21 counties,and analyses the reasons for inefficiency of some samples.Thirdly,on the basis of summarizing and analyzing the empirical results,the paper puts forward some countermeasures and suggestions to improve the efficiency of the integration of financial funds for agriculture in Hebei Province from the aspects of adjusting scale,optimizing investment structure and strengthening supervision and management.The innovation of this paper is to study the efficiency of the use of agricultural-related funds in Hebei Province,find out the best way to use funds,and put forward targeted countermeasures and suggestions on how to improve the efficiency of the use of funds.Based on the characteristics of poorer counties’ overall integration of financial agriculture-related funds,this paper studies the efficiency of the integration of financial agriculture-related funds,finds the direction to improve the efficiency of the use of funds,and has reference value for relevant departments to formulate policies for the integration of financial agriculture-related funds in Hebei Province,and comprehensively improve the efficiency of the integration of financial agriculture-related funds in poverty alleviation work.
