The Problems And Suggestions On Extension System Of Agricultural Science And Technology In Jiangsu Province

Agriculture is the fundamental issue in national economy since China is a large agricultural nation. The modernization of agriculture is closely related to that in the entire national economy. The extension and application of modem science and technology is the key factor in the agricultural development and contributes a lot already. Therefore it is the critical how to improve the transformation quality of scientific and technological achievements and establish the extension system of agricultural technology with high efficient in order to realize the modernization of agriculture.As one eastern coastal province of our country, Jiangsu has been determined one of the thirteen provinces to initially realize modernization due to her better development. Although Jiangsu province has already achieved 54% of contribution in science and technology to the social development in 2002, but still a big gap existed to compare with 70%-80% level in the developed countries. It is very important that to advance the agricultural science and technology extension system and establish the new one with efficiency and Chinese characters in order to promote transformation of agricultural science and technology achievements.Based on the summarization of the previously related researches, this paper introduces some theories of relationship between agriculture and the national economy, modernization and the agriculture modernization theory, agricultural science and technology and agricultural production, and technological progress in agricultural and agricultural modernization, and explores the related concepts and position of technological extension and its effects in modernization of agriculture. Meanwhile it is cited the state-legal and authority-statistical data, compared the different extension systems including USA, Japan, the Netherlands et al and combined the quantitative analysis and the qualitative analysis during the process to dissect current extension system of agricultural science and technology in Jiangsu province. The following problems were mainly existed: 1, Shortage of expenditure for agricultural extension; 2, Unreason of management system and agricultural scientific research organization; 3, Less amount and ratio of persons for extension, and imbalance of the knowledge structures; 4, Less science and technology knowledge for farmers to have; 5, Low supply and transformation of scientific and technical achievements and their real contribution to the agricultural production; 6, Limitation to transformation and extension of scientific and technical achievements from various ways.In order to solve these problem some suggestion were proposed in this article: 1, Enhancement of innovation for research system of agricultural science; 2, Enhancement of innovation for extension system of agricultural science and technology; 3, Enhancement of innovation for application mechanism of agricultural science and techniques; 4, Enlargement of service dynamics for agriculture science and technology application, and standardization of organization construction for technique extension; 5, Displaying the effect of government in macro-economic regulation.
