In the21th Century, with the development of Electronic Information Technology, the Information Society has been come. This process had brought about great changes in living. The development of Electronic Information has brought unprecedented opportunity and challenge. The changes put forward higher requirement for Project Management. Many managers have been widely using project management knowledge and obtained the good achievement.This paper is regarding one real project as the research example. It workouts a network planning to match the time limit for the project and analyzes all the elements, and further to find out the major factors influencing secretary of the C network project.Firstly, According to problems existed in project management at present, analyzes the technological means and tools of project management. Secondly, This essay gives an introduction to the telecommunication value added services and the history and present situation of its development and briefly introduct the project for the next analysis. Thirdly, According to the project’s national conditions, from a technical level, all expounded in project progress management, include:WBS and definitions of activities, sort of project activities, project activities lasted estimated duration of the project plan. Fourthly, the paper follows up project planning, combining some problem arised in the performance of project, to take relevant measures to optimize and control the progress of the project. Fifthly, At draw lessons from the author’s experience in telecommunication value added service, this article specifically discusses a solution to the problems of scheduling management. Finally, The paper reaches some conclusions, the author try to advance understanding of scheduling management about SP enterprise.
