In recent years, telecommunication industry developed rapidly in our country. The growth rapid of value-added service far exceed that of the basic voice service, and it showed fine foreground. Besides, according to our country's promise to WTO, value-added service will be opened first. Value-added service is paid more and more attention, and the industry chain of the value-added service is paid close attention by academic circles, business circles and government. How to construct the industrial chain becomes a focus, and how to distribute the profit of industrial chain is very important to ensure the stabilization and development of the industry chain.Connected with the development of the industry chain of the value-added service, first, based on the theory of the value chain and the industry chain, this paper defines the develop process of the industry chain of the data service, the situation of the constructed corporation, and the form of the industry chain. The industry chain of the value-added service is constructed by the SPs, telecom operations, system-integrated corporations/software providers. Based on that, according to the power of corporations in the chain, the way in which the telecommunication operations and the SPs cooperate, and the interdependent degree between them, the industry chain of the data service is divided into four types: the telecommunication operations dominates, the SPs dominates, the third party dominates, and the type which profit distribution by the scale of the investment. Next, according to the feature of different types of the industry chain, it is supposed that the manufacturing cost of suppliers and backward enterprises is known, with the method of the pricing of middle product, we set about the study on value attribution—profit-distribution, and we use the regressively inductive method to find the scale of the profit-distribution. Last, we use the situation of the industry chain of the data service inland and overseas to give evidence study.
