Study On Problems Of Risk Management In Rizhao Port Entry-exit Inspection And Quarantine

The cargo throughput of Rizhao Port smoothly break200million tons at the end of The Eleventh Five-Year Plan of China", while the throughput of goods like iron ore, wood chips and grain keep ahead in China. Since "The Planning of Shandong Peninsula Blue Economic Zone" being approved as a national strategy at the beginning of2011, the city of Rizhao usher in a new era for their development. There is higher demand on administrative law enforcement of entry-exit inspection and quarantine because of the rapid development of Rizhao port. The traditional comprehensive regulatory model which means all the inspection and quarantine have been done one by one and the conventional crisis management model which is based on crisis response has been difficult to adapt to the current situation. Therefore, the entry-exit inspection and quarantine agencies pay more and more attention to how to prevent the quality and safety risk and making sure that the entry-exit inspection and quarantine risks are effectively controlled with their rapid work. Although risk management has been applied to some extent, there also exist many problems in some aspects such as the standardization, the decision-making mode. Therefore, it is an important proposition that must be solved that solving the existing problem in risk management and effectively supervising all kinds of entry-exit inspection and quarantine the risk with scientific and rational use of risk management means.Based on the reading of public management, the theory of public sector risk management and especial the theory of comprehensive risk management which includes business risk management and organization risk management, tightly connectted with the actual business of Rizhao port entry-exit inspection and quarantine, this thesis studys on the comprehensive risk management of Rizhao port entry-exit inspection and quarantine from comprehensive risk management point of view rather than one professional inspection and quarantine view. Many methods have been used in the study such as system analysis, logical analysis, case analysis and institution analysis. It proposes countermeasures of improving Rizhao port entry-exit inspection and quarantine risk management, and provides a reference for the development of risk management on Rizhao port as well as other Chinese ports entry-exit inspection and quarantine.First of all, the thesis summarizes the overall characteristics of China’s entry-exit inspection and quarantine risk management mechanism in four parts. The first one is normalizion of risk warning and rapid response. The second one is that animal and plant quarantine risk analysis and health quarantine emergency management have gradually matured. The third one is that classificatory management has been widely used as a kind of the risk management model. The fourth one is that some entry-exit inspection and quarantine institutions attempt to institutionalize the risk management. Then it analyses the current development of Rizhao port entry-exit inspection and quarantine risk management. It not only introduces the status quo and development planning of Rizhao port, overviews the institutions of Rizhao port entry-exit inspection and quarantine and outlines the practice business of Rizhao port entry-exit inspection and quarantine, but also do comprehensive risk management analysis empirically while selecting entry of iron ore inspection and quarantine as a case whose business accounts for the largest proportions of Rizhao port entry-exit inspection and quarantine. Four main problems are then proposed in this thesis according to the current risk management of Rizhao port entry-exit inspection and quarantine. Firstly, The standardization of risk management is still on low level. Secondly, there exists some deficiencies in applying risk management into the organization management. Thirdly, risk management failed to refect the portfolio superiority. Fourthly, decision-making, execution mode of risk management needs to be improved. After a detailed analysis of the problems, this thesis finally proposes five countermeasures to improve it. The first one is to achieve a standardization of risk management; The second one is to establish a scientific and effective risk management decision-making mechanism; The third one is to improve the measures on the risk handling; The fourth one is to carry out a variety of effective risk communication; The last one is to perfect the risk management on organizational culture-building and human resource management.
