The Study On The New Mode Of Inspection And Quarantine Facilitation In Heilongjiang Frontier Port

With the deepening globalization,international trade today has the rapid development and the trade situation is becoming increasingly diverse.Inspection and Quarantine Institutions,as the departments closely related to international trade,should have the comprehensive understanding in order to make contributions to the facilitation service of the inspection and quarantine in Heilongjiang frontier port.Heilongjiang Province is located in the heart of northeast Asia.Since 1990 s,the diversified strategy has become our long-term strategy of Chinese foreign trade.Heilongjiang has developed and explored the provincial foreign trade pattern from the perspectives of the multi-level,wide field and all aspects.The paper takes the issue of the facilitation of the inspection and quarantine in Heilongjiang frontier port as the research object,and briefly introduces the situation of import and export trade in Heilongjiang combining with the relevant theories of inspection and quarantine.It analyzes the inconvenient problems and the causes of problems in the process of inspection and quarantine based on the status of inspection and quarantine in Heilongjiang frontier port,and investigates the inspection and quarantine services in Heilongjiang frontier port through questionnaire investigation.It points out the work idea of inspection and Quarantine Bureau in promoting port facilitation and the idea on carrying out port facilitation at ports.It explores the new mode to promote the facilitation of port inspection and quarantine and raises targeted recommendations for achieving the better facilitation of port inspection and quarantine facilitation.Browsing the current research achievement,the researches of domestic scholars concentrate on the inspection and quarantine system,the customs clearance measures of inspection and quarantine,supervision modes and other aspects,and China is lack of specific,deep,theoretical and practical research achievements which take specific port inspection and quarantine departments as the objects.Besides,the inspection means of frontier ports are backward and the hardware investment of frontier ports is deficient,which leads to blind areas;the equipment of some ports are backward aging,which affects the port inspection;the travel inspection corridor of some ports are closed and " a computer with dual screen " isunreasonable,which affect the detection rate of passenger carrying matters;the frontline inspection and quarantine professionals of ports are deficient;the acceptance mechanisms of the construction,expansion and move of ports and the facilities construction involved in inspection and quarantine are imperfect;partial electronic business system of ports are unstable,which affect the timely clearance of enterprise goods;the practicability and authority of some exit certificates are deficient.So it concludes that the old methods of inspection and quarantine in Heilongjiang frontier port are no longer suitable for the new mode of port facilitation under the new environment.Aiming at the root of these problems,this paper raises a new mode of inspection and quarantine facilitation in Heilongjiang frontier port,the management model under the lead of government with participation of the multi-party,with public governance,public choice,service-oriented government and other theories by drawing lessons from experience of inspection and quarantine at home and abroad.Firstly,it introduces the background,meaning,frame and design principle of the new model.Secondly,it analyzes the feasibility of the implementation of the management model under the lead of government with participation of the multi-party from the perspectives of operating mechanism for providing theoretical reference to the facilitation of the inspection and quarantine of Heilongjiang frontier ports.Finally,the new management model of inspection and quarantine customs clearance convenience aims to combine the existing policies with the actual situation of the inspection and quarantine,to change the functions of the inspection and quarantine institutions,and to realize the supervision and cooperation of regional information integration.The construction idea of the new model of inspection and quarantine is implementing classified supervision,strengthening risk assessment,making full use of science and technology and working closely with relevant departments.In terms of experience reference,the inspection and quarantine supervision models in developed countries has formed a relatively sound and perfect operation mechanism in the system level,social support level and government level.
