The Research Of Port Inspection And Quarantine Business Process Reengineering In Ningbo

The rapid development of foreign economy and trade provides strong impetus to China’seconomic growth. At the same time, a large number of entry-exit logistics brings tremendouspressure to the port. The importance of port security, health and environmental quality controltherefore becomes increasingly apparent. The port inspection and quarantine supervision is facingtremendous challenges as “the task gets heavier; requirements grow stricter; difficulties aretripling." Faced with new situations, problems, and background in the inspection and quarantinebusiness of Ningbo port, the author carried out a comprehensive study on port inspection andquarantine business process reengineering in Ningbo by virtue of the Business ProcessReengineering (BPR) theory. Through the guidance of the ideas and principles of BPR theory,using its technologies and tools, the author has made in-depth analysis of the status quo anddrawbacks of the Ningbo port inspection and quarantine business processes. At present the mainproblems include: cost problem—the organization structure is "functional oriented"; timeproblem—the port business information technology is under-developed; quality problem—riskmanagement research-level and means are laggard; service problem—the transform is lack ofcustomer orientation and process awareness. Based on the above status quo, the author putsforward the framework of business process reengineering, and intends to achieve significantreengineering through strengthening the advance guard, integrating the information resources,introducing the risk management, implementing the classified clearance, and setting organizationstructure, as well as to establish protection mechanisms of the project of port inspection andquarantine business process reengineering.The research of port inspection and quarantine business process reengineering in Ningbobased on the BPR theory not only promotes the application of the theory, but also solves actualproblems in the daily work of the Ningbo port inspection and quarantine. Such managementphilosophy is process-focused and customer-oriented, which changes the traditional function-centered an administration-led management concept. The reorganization of the business processes,organization and personnel is aimed to achieve significant improvements at work preciseness andthe efficiency on cost, quality, service, and time, and finally realize the purpose of "accelerate,reducing the burden, improving efficiency, strict supervision," which is good for social and economic development, and also has guidance significance on the actual work of inspection andquarantine business.
