From2003, China took "the three problems about countryside, agriculture and farmers" and rural reform as the most important issue of social and economic development in the future. As the base of rural economy, rural land property rights become the primary content of reform and research naturally.On the basis of brief introduction of property rights theory, this paper took the view that main body of the rural land ownership is unclear. Though rural residents have a certain substantial property rights, fragmentary of use rights, disposition and usufruct is the basic reason for the problems in current agricultural land; took rural land use situation in Shandong Province as the inspection object, explained the present status of rural land and land transfer practice in Shandong Province, pointed out the problems in the process of practice and the cause of the problem.On the specific reform program, put forward three programs according to parts of our country, in particular the case of Shandong reform on rural land property rights. The first is Venture-joint cooperation program of rural land; the second is the forever use of rural land and the third is Land Trust program. Through analysis of these three programs, pointed out which situation and region is suitable for them. These three programs have a certain reference to Chinese rural land property rights reform and have a positive role in the expansion of farmers’ land property rights, but they also have their own limitations.Based on the above analysis, put forward supporting reform programs targeted the reform of rural land property:to promote rural land ownership reform; to give farmers more land property rights (ownership, buy,sell and mortgage of land etc.); to establish market oriented reforms, to provide farmers with social security and intelligence support; to promote other rural reforms.
