For any country, land is the basic factor of nature production, economic system of land production factors is the land institution. In our socialist countries, institution changing will affect the fundamental interests of the populace, influence the country’s political and economic pattern. Since the establishment of China, every social transformation is associated with the land ownership and farmers’ interests. For our country, fundamentally, the transformation of rural land system is the reform of rural land property rights system. Land property rights system reform has important practical significance of improving the income of farmers, maintaining stability in rural areas, promoting orderly migration of population, construction of urban and rural integration. At present, the circulation of rural land is the core of the reform of land property rights system; land circulation can change the traditional mode of low efficiency, promote the scale of production, and increase farmers’ income ultimately. Recently, the objective requirements of rural land circulation repeatedly been proposed, the positive impact of land property rights system reform effecting on farmers’ income is more obvious. Select the relationship of rural land property rights system reforming and farmers’ income for the research topic has important theoretical and practical value.In this paper, in order to increase the income of the farmers, this paper has made a comprehensive and objective study of the reform of rural land property rights system. First, comb the rural land ownership classic predecessors thought, Marxist economics of rural land property rights theory, property rights ideology of Western economic scholars; these studies have practical guidance of research on rural land ownership. Secondly, use the methods of historical analysis, from the study of China’s opening up before and after institutional changes, depth study of how the property rights affect the farmers’income, proposed a limited transfer of land is a way of rural land property rights system reform. Once again, summarized the empirical cases and international experience to promote the circulation of agricultural land and improve farmers’ income, these cases have significant influence of guiding our reform and exploring ways to increase farmers’ income. Finally, investigate the difficulties and problems existing in the current agricultural land circulation faced by farmers’income, and on the basis of the above problems analysis, proposed policy recommendations to increase farmers’ income:First of all, improve specific laws and regulations, and earnestly safeguard the dominant position of farmers; secondly, transform the government functions, respect the wishes of farmers transfer, create a favorable policy environment; the third point is to establish and improve the rural land circulation market, improve price formation mechanism; the fourth point is to improve the relevant supporting systems, reform the household registration system, improve the land financial system. In short, we need a variety of ways, multiple perspectives to promote the reform of rural land property rights system, thus increase farmers’ income.
