This research mainly based on a theory research of the learning organization and thehuman resources system, with Internet company A as the research object, looking forrestricting the rapid development of the problems in the two levels of organizational modelsand human resources systems, and develop strategies for solving problems programs.Internet company A is the only one what is the wholly state-owned Internet company inChina, its operating environment has some particularity and complexity. The developmentorientation and firm size for the Internet company A, like a small strategic ship on the largeaircraft carriers, agile offensive posture in the Internet field to be invincible, but company A’sbusiness development in recent years is not ideal, the contrast in the horizontal developmentof the internet industry continues to decline. In the "innovation" and "customer oriented" asthe main strategy of the Internet industry competition, the Internet company A has a lot ofproblems, there are competition in the market weakness, severe loss of customers and theteam lacks the vitality and other issues. We cannot achieve the breakthrough in technologicalinnovation, product innovation,“business model innovation ", and we are in a relatively weakposition in the competition of the talent market, resulting in the decline of its corecompetitiveness of enterprises. The objective of this study is within the control range of thesystem of A Internet companies, to enhance the effectiveness of the organizational model andoptimize the efficiency of human resource systems, the diagnosis of management problemsfor create a learning organization, to develop effective solutions and measures to improve itsability to respond to competition in the market to stimulate the tissue viability, promoteinnovation, and help business to the development of a dynamic vision to re-build theirorganization’s core competitiveness.This research is mainly based on the theory research of the learning organization and thehuman resources system, and the learning organization-based human resource system,Diagnosis based on the learning organization and based on the core characteristics of thelearning organization’s human resources system, Internet company A ’s managementenvironment, organizational effectiveness and human resources system health diagnosticstudies, find the company A’s organizational model and the human resources system, and as apoint of intervention Internet companies to develop a program to create a learningorganization and strategy and made operational human resource management systems andimprovement strategies. In this study, the use of literature research, field surveys, depth interviews, the questionnaire method, fully integrated on-site investigation and analysisresults on the basis of the theoretical research, study and formulate strategy. This isrecommended in the Learning Organization and Human Resource Management Strategy forCompany A to provide specific operational optimization, innovative companies in thestate-owned system of organizational innovation and reform of the human resources systemalso has certain reference significance.
