Land is the material foundation that mankind live on and develop, which is related to national economy and people’s livelihood. Arable land is the essence of land resource, which is one of the basic conditions for mankind to obtain agricultural products and fundamental guarantee of developing rural areas. In order to strengthen protection of arable land and ensure homeland food security, China has put forward the policy that1.8billion hectare arable land not to be moved. The protection of arable land is the key and crucial issue in the sustaible exploitation of land nowadays as well as the first priority of land management. Therefore, it become a hot topic for researchers to analyze the inner connections of arable land area and other factors by means of studying the driving force of arable land changes and finally come up with the measures of arable land protection.Taking Qinzhou city Guangxi Zhuang Autonomous Region as a case study, this essay analyzes the changes of arable land through quantitative and qualitative methods deeply, exploring factors and law of driving force in arable land changes and then come up with targeted measures to protect arable land. The research, based on date of land exploitation, economic, population and agriculture during2001to2002, has analyzed the major factors of driving forces that affect arable land changes of Qinzhou according to principal Computer Analysis, and affects of policy on the driving force of arable land through qualitative methods. On the base of summarizing major factors of driving force, the connections between major driving forces and arable land changes were analyzed and regression model to analyze how driving forces influence arable land changes was established. According to model of the Total Population and Arable Land Area and Grey Model as well as Regression analysis, the amount of arable land area in2015and2020was forecasted. Finally,After obtaining major factors of driving force and future arable land development, measures and suggestions for arable land protection should be raised in perspective of combination administration, economy and technology as well as considering the local condition of Qinzhou City. Through a case study of Qinzhou City, there are several following conclusions in this essay: First, the general trend of arable land changes in Qinzhou City is that total arable land is decreasing year by year. Second, there are various elements that affect arable land changes,among which economy, population and agriculture as well as policy are the dominant ones. Meanwhile, economy and population is negative-correlated with arable land areas. As GDP and national population are increasing, the arable land area is decreasing; Agriculture is positive-correlated with arable land area. As grain yield increases, the arable land areas is increasing; the government policy greatly influences the changes of arable land areas. Third, it is predicted that there are241276hectare arable land areas in2015and239300in2020and it is able to fulfill the mission of arable land protection made by overall plan. However, the adjustable land area in arable one is large and the pressure is still heavy. Fourth, there are following measures can be adopted by Qinzhou City to protect arable land:It is stipulated that farmers are mainly responsible for land protection; establish economic incentive mechanism of land protection; arable land should be protected and uncultivated areas should be developed to better overall land management. That cultivated land occupied by urban construction is prohibited.With Qinzhou City as a case study, the research results of this paper, including analysis about changing trend of arable land and major driving force as well as future forecast of arable land area in Qinzhou City, can be a reference for Qinzhou City to protect arable land. Based on the condition of arable land protection in Qinzhou City, this paper comes up with measures and suggestions of arable land protection in terms of intensifying it, which is worthwhile for Fuzhou City to make further exploration and provides ways for protecting arable land innovatively for Guangxi Zhuang Autonomous Region as well as other areas in the country.
