Research On The Construction Of Agricultural Extension Service System Based On Farmers Demands

Since the beginning of the21th century, China started to enter the stage of "industry feedingagriculture" and balancing the development between urban and rural. With the tremendous changes inpattern of rural, traditional agriculture has been gradually replaced. But the agricultural technologypromotion model of the planned economy period for a long time, although the agricultural technologyextension system has experienced6changes, but the actual work has not been improved or developed insubstantive, the constraints of traditional agricultural extension model is incompatible with modernagricultural development. The establishment of modern agricultural extension system is the demand ofdeveloping agricultural、 promoting rural economic and social development and to build new socialistcountryside.This study aims to the research of farmer’s actual demand in production and the service quality ofbasic extension deputy and organizations, analysis the balance between demand and supply, proposedthe viable ideas of how to establish modern agricultural extension model which based on farmerdemand by Actual situation of Wuxue city, and provide policy recommendations for governments. Toachieve the target, this paper contains: the analysis of production needs from different types of farmer;the analysis of the quality among different extension deputy; the analysis the march between farmerneeds and deputies’ supply-ablity in different level, and give the rationalization proposals to theestablishment of a modern agricultural technology extension system at last.The data come from305farmers、57The grass-roots agricultural technology extension deputy and12township agricultural technology extension service center in12towns. The number of households isdivided into three kinds according to township size, choose the sample by random, and thequestionnaire survey by home visit.The main results of this study show:1、Each farmers planted4.71species in average, and the demand of service about the technologyof cotton is the most. Farmers need the high-yield technology most in technical services; need themarket information most in information services; need the advice of investment most in production andmanagement services; need the education of agricultural technology most in the education of scienceand technology. In addition, regional position、 the scale of production、 structure of income、 age hada different impact on the demand of farmers in extension services.2、Each agricultural technology extension deputy can provide5.11services in average, the4varieties are marched between the deputy can provide and the farmer need most. Deputies can providethe high-yield technology、information of technology、advice of insurance and education of agriculturaltechnology most in all kinds of service. In addition, the age、 education level、 job title of the deputywill effects the quality of agricultural technology extension.3、 The main purpose of Agricultural Technology Extension Service Center is project mission andadministrative duties; The main working methods depend point to plane and administrative order;technical services、 information services、 science and technology education service are the main content of the work.4、agriculture technical staff will give the higher matching degree as an team. The service center indifferent villages and towns makes much difference on matching degree. The information service hasthe highest matching degree while agriculture technical staff give the low service matching degree bypersonally supply.According to the conclusions above, this paper puts forward the following suggestions: first,transform idea, repositioning and developing the function of agricultural technology extension; second,strengthen the construction of agricultural technology extension system, optimization the measure ofservice; third, strengthen the education of deputy in quality and improve the ability of the agriculturaltechnology extension service.
