As the development of Chinese economy and market, the human resouce forms of state-owned companies improve and develop along with the outside economic environment. Contractors with company, as a costs saving and well managing form of employment, are adopted by more and more companies. While, along with the application of constrition employment, problems such as, instability lack of sense of belonging and responsibility are showing up, as well as the increasing of relative labour issue cases. As a large state-owned telecommunication company, contractor employment has already become the main strengh of manufaction. How to implement the "people oriented" scientific thought of development and pollcy of "build a hamony labor relationship", motivate employee’s activity and creativity, set up a stable employee teams, secure the stable and rapid progress of the company, and keep the competitive advantage in the market, is the tough task that all telecommunication fields have to face.This thesis researched a provincial telecommunication company.We made a diagnosis to the present contractor employment management system according to ouside labor law and regulations, and provide improving thoughts and approaches according to this shortcomings.It provide the planning by focusing on ontriction employment position management system, all-in-one managenment system, promoting system.By running project management of mixed resouce including employee and contractor, the performance review and one page level of salary, internal promotion, the ability to management company resource is improved and final reach the goal of better relationship between employer and employee and continiously encouragement of the spirit of emplyee and provide the support of human resouce for company to stay the first position in the field of indurstry. In this paper, a strategy to optiomize the human resouce was raised by analyzing the issues of human resource management in one of telecom company in Northen China, and could be used as reference for the telecom compnay.The human resource management in company could be analyzed from different perspectives, but in this paper, the planning of position management of human resouce, all-in-one management system and promotion system are selected to be anaylzed with limtation, but still the purpse is to contribute and improve the management level of human resouce and build the releationship between employer and employees in compnay by the advice and comments on the human resouce management in telecom companies...
