Though the human resource of nation-owner enterprise has makes big progress,but, under the background of adjust the economic construction, change developmentmode, the human resource management system and mode do not adapt to it. Mainlyshowed at: human resource management is fractured to the developments of theenterprise; strategic human resource’s function and the process control system are notrefine, do not build entire and independent management; the use of human resourcemanagement’s information is low.This study check a new enterprise’s human resource management from thestrategy, internal control, scientific implement, information, quantization five angles,assign strategic human resource management object and process control’s fouraspects: one, object decision principle; two, flow control; three, tool control; four,Security control. Construct one generic strategic human resource management’s goaland process control model. Use human resource decision supporting developmentsystem’s self control, accomplishment examine, internal control check, internalcontrol appraise four control circuits, to realize human resource management objectand process control. The study consider, strategic human resource should matchtightly with enterprise’s vision, mission, strategic object, and policy avenue,assignment, use human resource scorecard, through strategic human resource plan,build “two connections” to conduct the human resource management’s object. One is,connect the human resource number, quality, manpower cost, society duty demandmark, with the enterprise’s finance, customer, internal vocational procedure, staffgrow up. Another is, connect with recruitment and configuration, training and grow up,salary and welfare, talent management, labour relations management, ensure humanresource management is well matched with enterprise’s development. The study raise,As the measure reflection link of the contronl system, human resource dynamicdecision support system should be human resource management control link. Throughthe group company’s practice of build human resource strategic object and its processcontrol, to prove that research conclusion feasible. The study put forward five targeted advisements: plan as a whole to buildmulti-angle of view strategic human resource management object and process controlsystem; strengthen the human resource management to match with the enterprise’sdevelopment; improve human resource management internal control, deviseeffectively human resource management scorecard; build the human resource’sdynamic decision support system; improve quantitative method applicationcompetency.
