With the development of human resource management, more and more scholars tried tointerpret it from different angles. Been influenced from Strategic management theory in1990s,it investigates enterprise human resource management from a strategic point of view. Thereare three Strategic Human Resource Management Perspectives: universalistic perspective,contingency perspective andconfiguration perspective.This research is base on the Perspectiveof the system configuration. Due to the ambiguity of the causal relationship andPathDependence, good human resources management system can build the core competitivenessof enterprises. Evolved from the human resource management system of Japanese companies,Internal System is considered to be a high performance human resource management system;large number of Chinese enterprises, especially state-owned and monopoly, have a typicalcharacteristic of Internal System. This research can be a reference for some enterprises forbusiness decisions in today’s market-oriented environment.In this study, firstly, to clarify the complex characteristics of Internal System in allaspects, applicable situations through literature review, and then explore the applicability fromthe availability of resources, core competencies and environmental variability, and finally,in-depth analysis the reform measures of Internal System through the typical case, humanresource management play an important role.This study research corporate, analysis states, like reliability analysis, validity analysis,correlation analysis, verification factor analysis, and variance analysis using SPSS17.0,Amos18.0; collected the datebase of zhongjie communications company, to find out thereform measures of human resource management system.Base on the empirical and case studies, find out the following conclusions. Conclusion1e:there is a strong correlation between human resource management systems and organizationalperformance; Conclusion2: Compared to the small and medium-sized enterprises, largeenterprises tend to use the Internal System; Conclusion3: in terms of enterprise ownership,use tends from high to low is:Sino-foreign joint, state-owned enterprises, private enterprises,Hong Kong and Taiwan enterprises, foreign-funded enterprises; Conclusion4: corporateenterprise which have special abilities more, the more it tend to use the Internal System;Conclusion5: corporate enterprise which is not in the steady environment use the InternalSystem possibly. Finally, we discuss the rule andapocalypse in the revelation of humanresources management.
