Competition among enterprises is the talent competition fundamentally. As in the criticalperiod called ’market winter’ that the steel industry must respond to, the steel industry mustchange from winning by quantity which can be achieved by previous capacity expansion intowinning by quality. To do this change, technological innovation is the key. To completetechnological innovation, we must give full play to the role of the professional and technicalpersonnel. At present, there are still a lot of problems in the incentive system of State-ownediron and steel industry enterprises. So taking long-term and reality into account, it is veryimportant to establish an dynamic adjusted incentive system of professional and technicalpersonnel by continuous improvement and perfection.Firstly the thesis describes the background and significance of the topic and describes thebackground and significance which lays the groundwork for the research later. Secondly, thepaper reviews the incentive theory which is related to professional and technical personnel, theincentive status of the professional and technical personnel and then sums up the characteristicsand the special needs of professional and technical personnel. Thirdly, the paper analyses theincentive status of WISCO’s professional and technical personnel and finds the problems whichexits in the recent incentive system. Finally, the paper designs the professional and technicalpersonnel incentive system of WISCO from the material incentives, development incentives,and inspired incentives.As a part of knowledge workers,Professional and technical personnel is a strong drivingforce for technological development. How to incentive Professional and technical personnel andmake them work actively so that they can get better results is a problem the companies need toface. Enterprises should recognize and continuously improve the shortcomings of the existingincentive system in order to get a better incentive result.
