The concept, about human resources are the important strategic resources, is increasinglybeing accepted by people. The professional and technical personnel are an important part ofhuman resources in the corporation. The incentive and restrictive program of the professionaland technical personnel play a huge role in the improvement of the competitiveness ofenterprises, which becomes an important one of management tools. Therefore, based onHuating coal corporation as the research object, the paper thorough discusses and analyzes theprogram for professional technical personnel.Begin with the related theories of the incentives and constraints, this article definedconcepts and analyzes the actual situation of Huating. In this paper, the related theoriesinclude Western classical motivation theory, theory of constraints, the theory of performanceappraisal, compensation management, and career management theory. On this basis, itresearches and analyzes the status of the incentive and restrictive program of the professionaland technical personnel in the Huating by various means, such as questionnaires andstatistical analysis methods. Finally, we can find the problems of it. The paper analyzesproblems from many aspects, including terms of performance appraisal, compensationmanagement, career selection mechanism, the internal responsibility, managing andmonitoring.Based on the above analysis, we would put forward the new incentives and constraintsprogram by the behavioral characteristics and demand characteristics of the Huating coalprofessional and technical personnel. It hopes to provide practical reference for themanagement of the Coal professional and technical personnel.
