With the advent of the era of "knowledge economy",people have a deeper and deeper understanding of the importance of human resources which has attracted increasing attention from all circles of the society.As for public institutions whose main purpose is to perform government functions and provide public services,human resource is the core resource of their development.The quality of human resource management of public institutions deeply affects their performance of social functions.Under such circumstances,in order to meet the requirement of specialization and refinement of social division of labor,the institutions must comply with the development trend of the times,innovate on the current human resource management,and establish an effective incentive mechanism.Thus it will arouse the professional and technical personnel's work enthusiasm,in which way they will give full play to their initiative and make more contribution to the society.The thesis chooses the professional and technical personnel of YL institutions as the research object and diagnoses the present conditions of the incentive mechanism from a macroscopic perspective through interviews and questionnaires;meanwhile,applying business administration and related theories of human resources,provides an in-depth analysis of the causes of the practical problems existing in the mechanism and proposes countermeasures for its improvement.This thesis is divided into three parts.The first part mainly introduces the relevant theories of incentive mechanism and the research status at home and abroad.The second primarily investigates the current situation of incentive mechanism of YL public institutions through questionnaires and other methods,and finds out the key problems and analyzes the causes.The last puts forward improvement plans for the existing problems based on relevant theories.Through the research of the incentive mechanism of YL institution for professional and technical personnel,conclusion can be drawn that in the times when our country economic system constantly changes,institutions should keep up with the changes of the talents and the market and perfect their own incentive mechanism so as to maximize the work enthusiasm of the personnel,effectively improve the work efficiency and service quality and promote the healthy development of social public service.
