Land resource is the first kind of labor materials in the social production and is the source of all production activities.Since the social economy in our country develops quickly today,the progress of urbanization and industrialization has brought a lot of demand of construction land,the scarcity of land resource becomes increasingly obvious.Policies on land use have began to leaning to intensive utilization of the urban and rural construction land.As an import,ant composition of the rural construction land,rural homestead has attracted the attention of the central and all levels of government.Due to imperfect management system of rural homestead in our country,"one household,multiple housing lands","vacant villages" and such phenomenon has appeared across the country,cause the waste of rural land resources,and land utilization rate is low.Through the series central policy documents in nearly a decade,our country is gradually improving the system of land use,exploring new management mechanism of application,approval,programming and distribution,exit and transaction.Local governments are also actively trying new ways of reforming the system of rural homestead.In the future,the exit rural homestead will become an important issue which affects the development of China.How to determine the compensation standard to farmers who exit the homestead and formulate scientific and reasonable compensation schemes is the key to the process of homestead exit.Based on the summary about exit compensation of rural homestead theoretical research results and practical experience,on the basis of considering only monetary compensation,measure the amount of compensation that the government should pay the farmers who exit the homestead.Refer to the compensation standards of rural land expropriation,based on the principle of integration of land and house,the compensation of homestead should include the compensation of homestead itself and the compensation of houses and facilities on the ground.Compensation for homestead itself,starting from the function of the land value,measure the loss of rights and interests of farmers who exit the homestead,as the basis of compensation.This paper considers that the value of homestead includes realistic value and potential value.Real value namely living guarantee value,potential value is the value of arable land after the land reclamation or rental income from land transaction.As for the compensation of the buildings on the ground,reference the cost approaching method of real estate appraisal,minus depreciation value from the replacement cost of the building.According to the established compensation standard calculation model,select two villages of Macheng City,Hubei province as empirical research area.Calculate the compensation price that should be payed to the farmers.According to the result of calculation,the compensation of the value of homestead can not sustainability ensure farmers life after exit the homestead.This is the main reason why the farmers'enthusiasm is not high to exit the homestead.In addition,due to the right of use of homestead can not be transferred freely,the appreciation of homestead is limited.So,in the course of the homestead exit,the use right of the homestead should be reformed firstly and establish a unified urban and rural land market to improve the utilization efficiency of land.The social security system should be improved at the same time of giving farmers economic compensations to safeguard the legitimate rights and interests of farmers sustainably.
