The oil industry, a matter of national energy security, is an important part of national industrial system and plays a vital role in the economic development. With the further development of economic globalization and the rapid development of knowledge economy in the world, the enterprises are forced to confront an unpredictable, rapidly changing and competitive market.In order to adapt the fierce change of the environment outside, obtain and maintain the competitive advantage, the petroleum business must adjust dynamically to the external condition and formulate the corresponding development strategy which should be in the process of dynamic adjustment all the time. Human resources management strategy is the embodiment of business development strategy in the functional level. Human resources management of the enterprises also should make some corresponding adjustments to meet the needs of strategic development because of the strategic adjustment. Traditional petroleum enterprises lack of the ability of dynamic adjustment in the way of human resources management, which is difficult to effective support to the business strategy. Based on adaption theory, this paper, building a reasonable ability evaluation system of human resource management for the petroleum enterprise, making human resources management ability of business meet the needs of enterprise development, provides the theoretical support in order to acquire a sustainable competitive advantage.The paper is mainly involved in four aspects.Firstly, this paper, according to the relevant theoretical research results at home and abroad, through analyzing the dynamic ability characteristics of human resource management, of which adaption to the environment change and to the showing features of business development strategy, builds up the management system of enterprises human resources and deduces logically the dynamic structure, operation mode, mechanism of enterprise human resources management system and human resource management responsibilities correspondingly. Secondly, this paper establishes the dynamic capacity evaluation model of human resources management based on the analysis of four dimensions made up of dynamic ability of human resource management in the enterprise and the corresponding four functions of human resource management and the evaluation index system. Thirdly, according to the adaption theory, this paper builds up the warning system adaption to the any risks in the dynamic capacity of petroleum enterprise’s human resources management. Finally, this paper also verifies the mechanism mode composed of dynamic capacity in the human resource management of oil business, moreover, explores the dynamic ability level whether is equivalent of enterprise development stage and development strategy and seeks the access to improving the dynamic capacity.The basic conclusions and contributions we study in this paper are as follows. First, human resources management of petroleum enterprise has a certain application value in the enterprise’s human resources management. Second, evaluation, early warning and promotion idea put forward by adaptive model of human resource management in dynamic capacity seek a new path for human resource management of the oil enterprise. Third, with the help of some human resources management functions, such as a staff recognition, configuration and so on, this paper builds up the dynamic capability evaluation of human resource management in petroleum enterprise. With the help of strategic human resource management idea, this article contributes to the dynamic capability of the oil enterprise’s human resource management. Fourth, the dynamic capability construction of human resource management in the petroleum enterprise needs to determine the risk threshold in accordance with the adaption to dynamic capability construction of petroleum enterprise’s human resource management. Moreover, this article establishes the related improving model. At last, the dynamic capability improving mechanism of petroleum enterprise’s human management is the foundation of dynamic capability of human resource management in the petroleum enterprise.
