Food safety issue relates not only to people’s physical health and life safety, butalso to a nation’s prosperity and stability. Along with rapid development botheconomically and socially and the continuous improvement of people’s livingstandards, food security is given special attention increasingly. The food safetysupervision is implemented by several departments jointly in different links, such asproduction link and circulation one. This is the fundamental mode of China’s foodsafety supervision, meanwhile, with food variety supervising as a supplementarymeasure. According to respective functions and duties, industry and commerceauthority is responsible for food safety control of circulation. In practice, primaryoffices are assigned to carry out most of the tasks. Considering the supervision’sdifficulty and complexity in circulation link, it is hard to fully implement just relyingon those grassroots offices.This article begins with the analysis of the situation of China’s food safetymanagement, then elaborates the research background, significance and idea, also theresearch status home and abroad. Secondly, it introduces the establishment and mainresponsibilities of the industry and commerce organs, based on which the problems ofcirculation monitoring primary offices of industry and commerce managementencounter are analyzed in five areas of legal system, industry and commerceregulations, operators, consumers and social supervision. Again, domestic and foreignfood security supervision mode, advanced experience and improvement givingbased-level offices for reference are being researched in the article. Finally, the articlediscusses ways to improve the supervision of circulation, and then puts forward thesuggestions that rely on the joint efforts government, enterprises, consumers andsociety make, constructing a multiple-perspective, all-side and long-term foodsafety supervision mechanism in circulation link, which can be summarized as ‘legalsystem security, industry and commerce regulation, operators self-discipline,consumers participation,social monitoring’, with the purpose to improve food safetyregulatory efficiency and guarantee the food security in circulation link.
