With the economic globalization and the reformation in state-owned enterprises, Xi’an electric power machinery factory which is old state-owned enterprise manufacturing and operating electric power equipments, is facing a more and more complicated and changeable business environment and the fierce market competition. The essence of the current enterprise competition is the human resource competition. It is the key for Xi’an electric power machinery factory’s better survival and development in the fierce market competition to pay attention to employee training, improve employee knowledge and skills, and make the core rival power based on talent advantage.In this paper, the writer reviews human resources management, training management, career planning and learning theory. And using interviews, questionnaires, linking theory with practical research methods, the author investigates Xi’an electric power machinery factory’s staff training problem, and analyses the cause.On the basis of the strategic principle,the incentive principle and the effectiveness principle of the training system design, the author constructs Xi’an electric power machinery factory’s training system.Training system is to have the staff’s career development needs and enterprise development needs unifies in together consideration. The concept of career planning melts into the training needs analysis,training plan,training curriculum design, trainer team-building and training effectiveness evaluation. In order to ensure the effective implementation of training system based on staff career planning, Xi’an electric power machinery factory need to establish a training management organization, establish the training management system, combine training with career planning,build corporate training culture and create a learning atmosphere.Training system is a systems engineering which combines career development with human resources further development. It makes the training as the function of enterprise human resources development to have more levels of extension. It points out the direction to solve the current staff training issues of Xi’an electric power machinery factory. And it has the certain reference value for the similar state-owned enterprises training management.
