In the economic globalization today, the economic rules to the global scope, but at the same time, it will market economic inner basic contradiction-labor conflicts around the world broadcast to, how to coordinate and solve this contradiction, already became the various countries’economic and social development of the most outstanding problems facing one, at the same time, as a moderate and coordinate labor conflicts of one of the means of enterprise society responsibility movement, also from Europe and the United States rise up and began to enter China’s. With the enterprise society responsibility movement in the global, the launch of the Europe and America and other multinational companies have started to push SA8000standard globalization, SA8000standard enterprise must comply with local government or industry on Labor protection laws and regulations, and the enterprise labor protection made prohibited the use of child labor, ban overtime work overtime, trade unions and collective bargaining and minimum wage protection, banned corporal punishment of nine aspects a specific set of standardization constraint. SA8000standard is to promote implementation of modern enterprise human capitalization of a kind of institutionalized security, but also our country enterprise from low cost low value-added products export to high-tech high value-added products export change, and ultimately the need to increase international competitiveness.China is a socialist country, state-owned enterprises still in the economic life occupy the important position. At present, more and more of the state-owned enterprise began to go global, participate in the international competition, and enterprises to participate in the international competition must attach great importance to the role of human resources, namely the enterprise to pay enough attention to the rights and interests of employees and development. Employees of the enterprise is the main body, the employee loyalty and work machine enthusiasm will determine the competition ability of the enterprise. However, China’s most of the state-owned enterprise human resources management is still relatively weak, even part of the enterprise is still in the traditional personnel management phase, and the modern social responsibility requirements vary widely. Therefore, the state-owned enterprise in the face of global challenges, such as social responsibility of the enterprise to SA8000standard as the base, with the characteristics of the state-owned enterprise, perfect and set up a corresponding human resources management policy and measures.This paper intends to clear a state-owned enterprise in the management of human resources shall be liable for social responsibility, for enterprise human resources management direction and, at the same time, this paper based on human resource management, combining SA8000standard and set up a set of state-owned enterprise society responsibility evaluation index system, and urged the enterprise concerned about the staff, and constantly improve the staffs comprehensive quality, and cultivate the staffs working enthusiasm and passion, thereby enhancing the competitiveness of enterprises.
