The Problems And Countermeasures Of Rural Residential Land Registration In Guangxi

During the working Of rural residential land registration and certification in Chinese vast rural areas, there are a number of outstanding problems, including lack of basic information, the financial difficulties, non-standard residential land ownership survey, the management confusion of registration records, excessive trafficking the parcel land area, unlawful appropriation with unauthorized construction, the low level of cadastral information. The rural residence registration of related theory has been elaborated system and detailed in this paper. From the point of practice view, registration and certification for the rural residential land in a village region of Guangxi has been studied integrated. The overall technology process and key points and difficulties of the problems have been analyzed through the collection of related information, data, and material. And the corresponding countermeasures have been put forward for some key problems, which formed a set of standard and practical ideas and methods of rural residence registration and certification in all kinds of rural areas.The paper is divided into five chapters. The research background, the research development, content, method, and the technical route were reviewed in the first part. The theoretical basis of land residence registration and the problems of rural residence registration our country facing has been introduced in the second part. In the third part, as an example of the village in Guangxi, the key problems in the process of solving methods are explained in detail. The research of constructing database of rural residence registration information, the structure of database and achievements were discussed in the fourth part. The results and the real value of the research are summarized in the fifth part, and further study is put forward to continue.The innovation in this paper may be existed in three aspects. First is the integrity. The key technologies of Land registration with the relevant laws, investigation, register and the construction of the database has been analyzed. And the solving specific comprehensive thinking, principles and operation method have been formed based on these. Second is the feasibility. The solution, principle and operation method involved in this paper are according to the region of the status and the characteristics of land, and in strict accordance with the land registration procedures and the provisions of the relevant laws and regulations. Third is promotion of information technology. The regional data management is based on GIS platform using the construction of information system software, designed rural residence registration database framework, and the rural land property rights management information system has been set up in standardization.
