Problems And Countermeasures Of Rural Residential Land Withdrawal

With the development of China's economy and society,farmers' income has been greatly increased,and there has been a climax of building houses in rural areas.However,in the process of building houses,there are some phenomena,such as old houses are not demolished,new buildings are not orderly and so on.As a result,the number of rural residential areas only increases but not decreases.The problems of idle rural residential land and hollowing of villages become increasingly prominent.These problems are not conducive to the scientific planning and efficient At the same time,it also poses a threat to the protection of cultivated land.There are different opinions on how to solve such problems.The Central Committee Document No.1 of 2018 "Opinions of the State Council of the Central Committee of the Communist Party of China on Implementing the Strategy of Rural Revitalization" points out that exploring the "separation of ownership,qualification and use rights" of rural residential land,earnestly implementing collective ownership of residential land,guaranteeing farmers' qualification and property rights of residential land,and moderately liberalizing the use rights of residential land and farmers' houses.Under the background of rural revitalization,deepening the reform of rural land system,perfecting the exit policy of idle homestead and idle housing for farmers,and guiding some willing farmers to withdraw from homestead have become the feasible path of current policy basis.Based on the theories of population migration,institutional change and property right economics,this paper systematically combs the evolution process of rural residential land in China,summarizes and analyses the current situation and problems in the process of rural residential land withdrawal in Tangxian County,Baoding City,and adopts the methods of literature,investigation and case analysis to study the rural residential land withdrawal in Tangxian County.This paper studies the problems in practice,and draws lessons from the typical experiences and practices of the advanced areas of homestead withdrawal in China,and puts forward relevant countermeasures for the homestead withdrawal in remote mountainous areas such as Tangxian County and other grass-roots areas.Firstly,this paper studies the current situation of rural residential land withdrawal in Tangxian County,and finds out the main problems,such as the lack of full-time institutions and systematic policy guidance,insufficient funds for rural residential land withdrawal,insufficient guarantee of farmers' income,and imperfect rural social security system.Secondly,in view of the above problems,this paper makes an in-depth analysis of the withdrawal of rural residential land in Tangxian County,and draws some inspiration from the analysis and summary of the existing withdrawal mode of rural residential land,and puts forward some ideas and Countermeasures for the withdrawal of rural residential land suitable for the local situation,hoping to provide decision-making reference for the withdrawal of rural residential land in Tangxian County.Suggestions mainly include improving the property right system of rural residential land,establishing a system of fixed-term and paid use of rural residential land,unifying the urban and rural construction land market,establishing a unified rural housing security system,taking measures according to local conditions,and guiding the orderly withdrawal of relevant residential land.
