Additionally, to aim at the analysis of the abovementioned problems, the research results of rural land ownership registration and the methods and theories of collective land registration in the domestic and overseas were referred to. What’s more, the second land survey results of Zhungeer banner and the enacted work programs of collective land registration were viewed and the relevant figures and tables were also carefully searched for.According to the above analysis, the effective and practical countermeasures were achieved. The first one is, with the combination of the real situation and local conditions, to make sure the collective land ownership sovereignty, clarify and improve the content of land ownership and finally build up the uniform registration system for the real estate. The manipulation work for the ownership controversy should be further promoted with seizing the opportunity and intensifying manipulation. The complete systems of the collective land ownership must be established. It will be good to guarantee exercise of rights and promote the land contracted management right, the rural collective construction land of the use right and rural homestead transfer. In that case the farmers will be indeed empowered finally.This work brought forward a chance of unified real estate registration, which could push forward the collective land verification and registration, guarantee mainly that the certification work of rural collective land verification and registration proceeds smoothly, establish the information management system of rural collective land and clarify the relation of land property rights. This will make a solid pave for the unified registration of real estate in next step.
