With China’s accession to the WTO and the development of the information technology as well as global economic integration, the market of the design industry in China is fully open and all enterprises in this industry face the increasing competitiveness. At the same time, most of the design departments have been transformed into enterprises along with the deepening of the design industry reform. The scope of the competitiveness between sectors is expanding gradually. Generally speaking, the competition among countries, regions as well as peers is the competition of human resources. Compared with the human resources management in those advanced enterprises, The Civil Air Defence Project Design in Gansu,Ltd, which is located in the northwest China, still emphasis on personnel management in human resource management and it has not formed scientific concepts and methods in the management of human resources. It definitely influence and restrict the development and growth of the enterprise. Therefore, in order to provide human resources support to the Group, we have to analyze the internal and external environment, consider the development strategy of the enterprise, then design the suitable human resources development and management strategies.This paper is based on the author’s long-term work experience in the architectural design industry, extensively reviewed the research literature about the architectural design enterprise human resource management, human resources development and utilization of human resources and strategic management, deeply analyze the company’s human Resource Management system and the problems and reasons. Then, according to modern human resource management theory, the paper provide the countermeasures and suggestions to improve the Group’s human resources management based on the. experience of similar enterprises both in China and abroad. The main object of this paper is to improve the company’s human resource management strategies and to establish a scientific human resource management system which including planning, training, motivation and restraint. Also, we sincerely hope that it can play a reference role to all other architectural design enterprise human resource management western in western China.
