Laos National Power Company is a leading company in promoting economic and social development in Laos and one of the largest power generation enterprises in ASEAN.On the basis of reasonable cost,the company provides electricity to ensure adequate power supply throughout the country and sells electricity to Thailand,Vietnam,China and other neighbouring countries at appropriate prices to support the economic and social development of the Lao People's Democratic Republic.Laos is the only inland country in Southeast Asia that is not near the sea.It has an advantageous geographical position and abundant natural resources.The Mekong River flows from north to south.Rich water resources provide natural advantages for the development of hydropower industry in Laos.Hydropower has become the only important product in Laos.The strategy of "one belt and one road" put forward by China is of great importance.It has brought historic opportunities for the development of the hydropower industry in Laos.Human resources are directly related to the success or failure of an enterprise.Human resource management strategy plays an extremely important role in the healthy operation and long-term development of an enterprise.Firstly,the paper explains the current situation of the development of the Lao State Power Company,then analyses the current situation of the Lao State Power Company's human resources management strategy,combs out the problems existing in each link and process,and carries out the analysis of the corresponding reasons.At the same time,it puts forward some targeted suggestions to clarify the objectives of the Lao State Power Company's human resources management strategy.Through the environmental analysis of Lao's national human resource management strategy,it is found that Lao's national power company is facing both opportunities and challenges,but opportunities are greater than challenges.The human resource management strategy of Laos State Power Company has both certain basis and principle,and has certain implementation path and certain safeguard measures.The formulation of the strategy is mainly embodied in the orientation of national policy,the orientation of development strategy and the current situation of its own development.The principles are embodied in the combination of internal development and key introduction,short-term interests and long-term development.Combining human resource management strategy with enterprise strategy,path selection is directly presented as formulating strategic human resource rules,rationally and effectively allocating human resources,creating effective incentive policies,establishing long-term effective enterprise training mechanism,and implementing guarantee is embodied in establishing strategic management consciousness,actively adapting to strategic organizational change,and increasing the development and storage of strategic talents.Prepare and strengthen the construction of corporate culture.
