Human resources have been in a very critical position for enterprise’s strategy development. Attracting and retaining the talent, and maximizing their ability and value have become the key to obtain competitive advantage for enterprises. State-owned commercial Banks, as predominantly service enterprise, "the human resource" factor is very important to the operation and development of enterprises. Therefore, the banks should take the talent as the first asset, and sufficiently stimulate their enthusiasm and creativity. By further improving asset utilization rate, it could maximize the bank’s profit and improve core competitiveness.XX Bank, established in March 2008, has been persisting in the positioning of serving the issues of agriculture, farmer and rural area, small and micro businesses and communities since its establishment. Fully relying on and giving play to the advantage of network covering both urban and rural areas, with the main business cope of retail business and intermediate business, the bank has formed the complementary relationship with other commercial banks, in which case the bank expands its business rapidly and is transforming into a full-function large modernized commercial retail bank. Due to the rapid business expansion in the early stage, XX Bank has an excessive number of staff, a bloated organization structure, heavy cost pressure and the poor personnel quality & structure failing to meet the requirements of business development. In this case, the HR department more plays the role of traditional personnel administrative department, and the HR status limits the enterprise’s development. Facing the increasing fierce competition in banking industry and the new challenges of interest rate liberalization, financial disintermediation and internet finance, on the new starting point of the second five-year period, XX Bank has fully realized that HR is the key to competitive advantage, and only through transformation, can the enterprise give full play to the competitive advantage of HR and realize sustainable survival and development.After studying relevant theories of SHRM, HR role transition, HR performance assessment, based on the current HR situation of XX bank, using methods such as literature research, data analysis, interview and questionnaire, the paper explores the gap between HR status and the HR expectation required to realize strategic objectives from the perspective of the strategic matching, and analyzes the root of the problems. The paper tries to dig out the idea and method of HRM system optimization, and improves the satisfaction and loyalty degree of staffs through a series of optimization measures to realize the maximum organization efficiency and achieve organization objectives. The research results in the paper have great reference significance for other enterprises.
