With the acceleration of economic globalization and integration process, the competition among enterprises is increasingly fierce, as a key strategic resource for business survival and development, human resources become the focus of future competition and is a key factor for enterprises to achieve strategic objectives. It can be said that the future competitiveness of enterprises is the talent competition. Therefore, only the perfect human resource management, more training for personnel and good use of talent can attract talent and retain qualified personnel..Only in this way, the company will have strong core competitiveness both in the future and in market competition.The company named Gansu Cheezheng Tibetan Medicine Co., Ltd. which is the pharmaceutical company in the transition from small and medium-sized private enterprises to a listed company. Its business has grown rapidly, changing the internal organizational structure, the existing human resource structure, quantity, quality, and the corresponding human resource management systems can not meet the needs of future development, and even to some extent restricts the further development of related businesses. Therefore, the application of human resource management theory, the study on company’s human resources planning to develop a scientific and systematic human resource planning to help the smooth transition, and to ensure that their short, medium and long term human resource needs to enable enterprises to maintain a competitive advantage.According to the theory of human resource planning and the general steps of human resource planning, the study analyzes the Cheezheng Company’s current human resources situation, sums up the problems and causes of its existence; then on this basis the study put forward the company’s human resource planning programs, including master plan and the various sub-programs, such as personnel supplementary programs, human resources construction program, training and development programs, etc. Lastly, it puts forward the specific implementation measures.
